5% allocation for administration

In Braintree, we have passed the CPA, and are collecting funds. Due to the Town Meeting form of Gov, expenditure from these funds cannot be made until May 2003 Town Meeting. Meanwhile, as a CPA committee, we need some working capital to do due diligence to project recommendations. Can and how do we access the 5% allottment for administration. prior to our Town meeting in May?
