I first ask do you want to oppose, or help modify the existing Project? CPC money can be used for either. To oppose this project -- the CPA funds could be used to purchase the property. To modify this project -- the CPA funds could be used to purchase the property. The most important thing to note is that CPA funds can only be spent by the will of the people at a town meeting. Does the Town opposed or wish to modify the project?
