You could do a couple of things. In several cases, communities have brought to Town Meeting a proposal to do a study of a site. They have funded preliminary historic preservation studies or studies of a lot for affordable housing as descrete projects. If the studies you are planning are preliminary to a specific project, you could pay for them from the appropriate CPA fund (open space, historic, housing, or recreation). You could also certainly pay for these expenses from your administrative fund. I would advise against using admin funds with the idea of paying back the admin account with a subsequent Town Meeting vote. Once the funds are allocated from the admin, to pay them back would be to supplant already appropriated funds, something that the CPA expressly prohibits.
