Can CPA Funds be used (under the Recreation component) for the lease and/or purchase of a former railbed? Any lease or purchase of a railbed is likely to be subject to reactivation in the future. How does this effect the use of CPA funds if the "railbanking" must be for an "alternative transporation corridor"?
