Our town is in the midst of drafting 2004 operational budgets. Since the CPA funds are considered special funds and the CPA Community is not requesting town funding we are assuming that there is no need to submit an operational budget for 2004. Our focus has been on creating a budget for the administrative funds as well as the remaining monies to be presented at Spring town meeting. Are we correct in how we are proceeding?
