Tonight, I applied for funding from the CPA in my community to build a ball field. The local little league took on the task several years ago to remove an old city salt barn and clean up an area to build a new baseball field next to several other fields. After making my presentation, I was told that CPA funds could not be used on city land, and a majority of the activities included in our proposal are not eligible for funding under the CPA. EOEA stated that many of the activities generally do not constitue "creation" of open space. Why is converting a place that is unsafe for children and creating a ball field for the city not considered eligible for funds?
