The Boston Globe quotes the administration as targeting the CPA Trust Fund along with the Anti Smoking Trust Fund and Rainy Day Fund as sources to ease the pressure on the State to cut funds given to the Cities and Towns. We quoted sources on your web site to our electorate that indicated that a trust fund was a legal trust that could not be taken over by others with a different agenda. The legislature might change the law, but isn't it true that fees already paid into the fund are indeed in trust and cannot be diverted to other uses by the administration or the legislature? Otherwise, what use is a "trust fund" if not to preserve the funds for their intended use for Community Preservation by autonomous local committees representing the communities that have already passed the CPA law?
