Is irrigating ball fields an allowable expense of CPA funds for recreational open space? The ball fields in question are in poor condition due to heavy use. As I understand the DOR guidelines, open space funds allocated for recreational uses are intended for "the creation, acquisition and preservation of land for recreational use." Since we are not creating open space (the fields already exist), nor acquiring the ball fields (the town owns them), irrigation would then fall under "preservation". Where I get hung up is with the definition of preservation: "...the protection of real or personal property from harm, injury or destruction, but not including maintenance." Is irrigating the fields maintaining them, or is it preventing harm and destruction (by cleated kids?)? Any insight you can provide would be quite helpful. Sincerely, Liz Brousseau
