Our CPC is looking into buying the difference between Market Rate and Affordable for a 15-20 year period. At the same time the town has contracted to develop an Affordable Housing Plan. A question came up. Can the CPC apply to Town Meeting to appropriate CPA funds to be kept available for opportunities that may present themselves OR can they, as I suspect, appropriate only for a specific purpose?
