DOR Issues Supplemental Trust Fund Distribution to CPA Communities

The Department of Revenue had a dose of good news for CPA communities today - a distribution of $10 million in state budget surplus funds that adds to what had already been a record-breaking year for the CPA Trust Fund.

In December of 2021, Governor Baker signed off on the state's FY21 $1.5 billion surplus bill - and included in the final version of this bill was a section allocating an appropriation of $10 million for the CPA Trust Fund. While the timing of when these funds would be released was unclear until now, the Department of Revenue has now released updated figures on the latest CPA Trust Fund distribution, including how much each community received from the additional $10 million.

In order to fairly distribute the surplus funding, the Department of Revenue (DOR) recalculated the CPA state match with this additional funding included and issued a second distribution to municipalities. With the budget surplus funds now added in, all CPA communities ended up with a match of 43.8% of their local surcharge revenue on round one of the trust fund distribution, with 3% communities receiving additional funding in rounds two and three. In total, more than $88 million has been distributed to the 177 communities eligible for a distribution. Please note: communities that received a 100% matching distribution in November 2021 did not receive any additional funding from this second distribution.

These additional funds are the "cherry on top" of what was already a remarkable year for the CPA Trust Fund. The original distribution in November marked the single highest distribution of funding in the history of the program, and was the fourth consecutive year that CPA communities saw an increased base match. With the addition of the $10 million in surplus funding, this year's distribution now marks only the second time in 13 years that the CPA Trust Fund was able to provide over a 40% base match for all CPA communities. These impressive statistics underline the importance of the Coalition's continued legislative advocacy on the behalf of CPA communities, as all of this funding will now be dedicated for local Community Preservation Act initiatives.
