Shrewsbury 1830 Brick Schoolhouse Heatpump

This project proposes to appropriate $65,000 from the Historic Resources Reserve for installation of a highly efficient electric heat pump HVAC system which will serve the first and second floors as well as other weatherization measures throughout the entire building as identified in an energy audit conducted by the Center for EcoTechnology (CET) on December 13, 2022. Installation of these systems will assist in the preservation of this historic structure through improved temperature and humidity control.

Shrewsbury Prospect Park Pergola Restoration

This project proposes to appropriate $85,500 from the Historic Resources Reserve Account to conduct a Site and Structural Assessment of the Prospect Park Pergola which is over 100 years old. The site and structural assessment will be conducted by a Certified Landscape Architect with experience in Historic Preservation. The scope of the assessment will focus on restoration of the pergola, site access and use as community gathering space. Project deliverables will include the site and structural assessment, design specifications, recommendations, and assistance in preparing bid documents.

Shrewsbury Mt. View Cemetery Historic Gravestones

This project proposes to appropriate $5,500 from the Historic Resources Reserve Account to conduct an Inventory and Assessment of historic gravestones located in the southeast corner of the Mt. View Cemetery, Sections 1-9. The cemetery is located in the Shrewsbury Historic District and is designated on the State Register of Historic Places and National Register of Historic Places. The Inventory and Assessment will review the current condition of historic gravestones, some of which date to the 1730’s, and prioritize their specific needs for restoration and preservation in accordance with the practices of the United States National Parks Service.

Shrewsbury District #5 Schoolhouse Facility Review

This project proposes to appropriate $2,000 from the Historic Resources Reserve to conduct a Facility Review by the Institute for Human Centered Design. The Facilities Review will evaluate ADA accessibility and pedestrian infrastructure of the structure itself as well as surrounding routes and parking. The District #5 Schoolhouse was built in 1828, is the oldest schoolhouse in Shrewsbury and is listed on the State Register of Historic Places and National Register of Historic Places.

Shrewsbury Arrowwood Park Restoration

This project proposes to appropriate $40,000 from the Open Space and Recreation Reserve Account for design services for restoration of the playground equipment at Arrowwood Park. The project will redesign the existing playground equipment and surface to provide an improved playground design meeting modern design and safety standards. This park currently serves a large portion of the community, however the current condition deters significant use.

Shrewsbury Town-wide Playground Assessment

This project proposes to appropriate $70,000 from the Open Space and Recreation Reserve Account for design services for restoration of the playground at Edgemere Park as well as a town wide assessment of the nine (9) Town parks and six (6) school parks. Many of the playgrounds were built as part of subdivision construction or fundraising done by school PTO groups. The majority of the playgrounds do not have accessible surfaces or modern safety surfaces. The playgrounds do get a lot of use and are typically 15 to 30 plus years old. Play for children is essential for their development of social and motor skills. Designing a new playground at Edgemere Park will align with the Parks Division goals for continuing to improve recreation areas for our community.

Shrewsbury Dean Park Basketball Courts

This project proposes to appropriate $375,000 from the Community Preservation Reserve Account for reconstruction of the existing basketball courts. The Town’s 2018 Master Plan indicated the basketball courts were in poor condition and needed to be rebuilt. The courts currently have deep cracks, backboards which need to be upgraded, and fences which are worn. The fenced in courts will also need to have a sidewalk added to make it more accessible. This project will rebuild the three (3) basketball courts, two (2) of which are fenced in.

Shrewsbury Camp Wunnegan Parking

This project proposes to appropriate $142,000 from the Community Preservation Reserve Account for design and construction of nine (9) standard and one (1) ADA accessible parking spaces at 645 and 645R Grafton Street fka “Camp Wunnegan”. This will improve accessibility to and use of the associated trail systems for more equitable enjoyment by the community. The proposed design also incorporates improved storm water management systems.

Shrewsbury Howe/Sears Farm Acquisition

This project proposes to appropriate $435,000 from the Fund Balance Account for acquisition for conservation purposes under Chapter 44B, parcels of land located at 443 and 457 Lake Street and 104 Grove Street aka the Howe/Sears Family Farm. The proposed project would be the contribution of half of the funds required to purchase the property with the remaining funds provided via American Rescue Plan Act (ARPA) funds. With the purchase of this property the Town hopes to create connectivity between current Town owned land to promote passive recreation, such as walking trails, and preserve open and natural space in Town. These parcels help to create connectivity between Lake Street Park all the way to Camp Wunnegan through sidewalks and walking trails. The Town is working to develop a formal trail network throughout the Town and this project contributes to this effort. The Greater Worcester Land Trust has expressed interest in the project and holding the conservation restriction on the property.

Framingham Framingham Accessible Dock (Waushakum Beach)

The purchase and installation of an adaptive boat dock at the City Beach at Lake Waushakum, to also include funding of the dock bulkhead and necessary permit expenses for environmental permitting. This project will expand recreational offerings by providing universal access to Lake Waushakum Beach, and opening up boating to people with disabilities, older people and others who might otherwise face barriers to access. This project will complement other efforts to improve the site and will allow more people to enjoy this valued resource.

Framingham Universally Accessible Walking Trail with Scenic View Platforms on the Carol Getchell Trail

Construction of an ADA compliant compacted gravel walking path on the north side of the Getchell trail beginning at Little Farms Road, along the Sudbury River, and to build two viewing platforms and ramps, to replace four pedestrian bridges, and to fund the design and permitting. This project, to improve the north side of the Carol Getchell Trail in Saxonville, will expand recreational offerings with universal access. It will open up this natural environment and scenic views along the Federally designated Wild and Scenic Sudbury River to people with disabilities, older people, and others who might otherwise face barriers.

Framingham Design Study for New Community Garden Sites in Framingham

The funding will be used to hire a consultant to develop a Community Garden Design Study at two City parks: Bates Road Park and Roosevelt Park. Both are located on the south side of Framingham in environmental justice neighborhoods. The design process will include community participation and various options for site design, and will incorporate accessibility and universal design. The study will also include regulatory permitting and cost estimates for future implementation.

Framingham Arlington Street Park Construction

Providing two elements, the playground equipment and a splash pad, including materials and construction, as part of a larger construction program to update the Arlington Street Park. This project to redevelop the Playground and build a Splash Pad at the Arlington Street Park will expand recreational offerings to an underserved community. These improvements are part of a larger effort to revitalize the Park and address the current deteriorated condition, improve accessibility, expand recreational offerings, provide new amenities and furnishings, and increase security at the site.

Framingham The Academy - Preservation and Accessibility

The funding will be used for Design Services including site planning and construction documents to facilitate an ADA compliant walkway and public access via the main entry to the historic (1837) Academy Building, as well as plans for restoration of the front portico, and preservation treatment of historic artifacts on lawn of the building. Funding will also be used to widen the interior entry door for ADA compliant access into the building. This site is in the State MACRIS database and on the National Register of Historic Places.

Framingham Edgell Memorial Library - Preservation and Restoration

The funding will be used to restore broken historic Minton floor tiles in the main hall of the building, restore damaged walls and replicate an historic stenciled border on main hall walls, and restore damaged walls in the director’s office, which will eventually become exhibit space. Project funds will also be used for the CPC to hire to an independent historic preservation consultant to ensure that the rehabilitation and restoration will be done in compliance with the Secretary of the Interior’s Standards for Rehabilitation of Historic Structures. Funding will also pay for structural engineering review of the main hall floor. This site is in the State MACRIS database and on the National Register of Historic Places. This work will address a long-standing need to preserve this historic resource and will help facilitate better use of this space to educate more in the community about Framingham’s history.

Framingham Chris Walsh Memorial Trail Design

The funding will be used to assist in the engineering, design and permitting of the Chris Walsh Memorial Trail, an accessible trail to be constructed in Farm Pond Park, around and through its Ponds, along the Sudbury Aqueduct with connections to Cushing Park and other trail networks. This project will ultimately increase recreational opportunity for all Framingham residents and will support access to this centrally located, highly utilized waterfront recreational park for South Framingham Environmental Justice neighborhoods.

Framingham 103 Guild Street

The funding will be used for the purchase of 11.13 acres of undeveloped land in South Framingham for resource protection, stormwater management, and passive outdoor recreation. The parcel, crossed by Beaverdam Brook, is predominantly wetlands and includes 3 to 4 acres of wooded upland and trails. It is part of a larger tract that includes land in Sherborn and Ashland. The site will also offer passive outdoor recreation with its walking trails and potential connections to current and future off-site trails in and beyond the City, thus offering a valuable passive recreation opportunity to nearby economic justice neighborhoods and the larger community.

Framingham Edgell Grove Cemetery Tomb House Emergency Roof Repair

The funding will be used for the emergency roof repair of the historic (1885) Tomb House in the Edgell Grove Cemetery; including replacement of the damaged slate roof, flashing, gutters, and downspouts, and associated work. This is the first phase of a long-range plan to repair, restore and repurpose the building, which is listed in the State MACRIS database and on the National Register of Historic Places. This project, to replace the damaged slate roof, underlayment, flashing, gutters, and downspouts of the historic (1885) Tomb House, previously used as a Receiving Tomb at Edgell Grove Cemetery, will help to stabilize an identified cultural resource of the City.
