Trust Funds for Affordable Housing: Funds used for Affordable Housing Collaboration with Habitat for Humanity, Richard DeMayo Mortgage Assistance Program, and Williamstown Emergency Rental Assistance Program. P22AT

Existing park equipment at Gardner Field is deteriorating and not currently accessible. These funds will be used for purchase and construction of new play structures.

Support the Acton Historical Society with reviewing and revitalizing the AHS' historic costumes and textiles collections, both in terms of our acquisition policies as well as best practices for management, storage, preservation, and display. Of special importance is to make this collection accessible to the Acton community to further our understanding of the rich history of our town.

Replenishes the existing Community Housing Program Fund for the acquisition, creation, preservation, and support of community housing in the Town of Acton. Example expenditures include the purchase or subsidy of Acton Housing Authority’s low income rental units; selling price, closing cost, mortgage payment and other subsidies to first time homebuyers of affordable units; capital improvement assistance for affordable units; funding and grant support of housing studies and plans; and pre-development funding for affordable rental projects.

Support pre-development costs for the development of 40 units of elder/disabled affordable rental housing at 348-364 Main Street. The housing units will be for low-income households whose income is below 60% of median income. Four of the units will be barrier free, all will be universally accessible and 8-10 will be for households under 30% median income. Two of the units will be two-bedrooms to allow for live-in aide and six of the units will be set aside for households under 60 with disabilities.

Continue the Town’s participation in a Regional Housing Services Program to assist with meeting the administrative, compliance and monitoring needs for the Town’s existing affordable housing units, update and reconciliation of local housing inventory records with those maintained by the Department of Housing and Community Development; new project review assistance; maintenance of ready-buyer lists; assistance with affordable housing lotteries and resales; conducting homeownership training, and to further regional housing goals and efforts.

Construct will continue its emergency rental assistance program currently funded with CPA funds that were appropriated to the Housing Trust Fund. The rental assistance program helps low- and moderate-income people stay housed when they are unemployed, underemployed, and has been especially important in a health crisis when people need to quarantine, and it has a benefit of helping small landlords stay afloat.

The Conservation Commission proposes to continue its multi-year preservation work of this well used open space by removing areas of invasive shrubs and bittersweet in the forests and fields, preserving views, clearing public trails, and improving wildlife habitat.

The FCC of Great Barrington must make extensive exterior repairs to the historic manse. The structure is listed on the National and State Register of Historic Places. This phase will repair the Main Street and Pleasant Street facades of the building, parts of which are in danger of failure and collapse. The CPA grant represents 50% of the project cost of this phase, and the Church is seeking grants and fundraising for the remaining 50%. The benefit of this project is historic preservation of a landmark Main Street building, and the grant does not fund the religious activities of the Church.

This is phase 2 of the restoration of the former Clinton AME Zion Church building, the oldest extant Black church building in Berkshire County. Over the decades it was instrumental in community affairs and is directly associated with W.E.B DuBois. In Phase 1 emergency structural issues were completed. In phase 2, CCR will implement structural repairs, remediation, and utility work. This CPA grant will be more than matched by over $400,000 from other grant and fundraising sources.

The Town will conduct a multi-year study of Lake Mansfield’s water quality as part of the long term preservation of this critical open space and recreation resource. The project will judge the long term success of previous stormwater improvement projects in the watershed, help the Town understand how the lake is changing over the years, and how it might be impacted by climate change.

Funds will be used for the purpose of funding trail construction including bridges, materials, supplies, permitting, equipment and labor, on the following properties: Leadmine, Plimpton, Long Pond, Heins and Riverlands.

North Cemetery and/or Old Burial Ground historic preservation and restoration work,

Streeter Road was abandoned by the Town in 1957. This new driveway would be designed and constructed to provide access to the beach area and not interfere with the traffic at the adjacent parcel. The overall goal is to reopen Streeter Beach to the public by leasing the site from the Army Corp of Engineers.

The project will renovate and preserve the wall at Wallace Memorial Park, prominently located at a major entryway to the historic West End and Edgeworth neighborhoods. The project involves the replacement of missing capstones and redress of prior repairs of the wall.

Grant to preserve the Dolan-Jenks Barn by the Williamstown Historical Museum, P22HM

To fund a grant to the Williamstown Affordable Housing Trust for initiatives and programs related to furthering affordable housing in Williamstown P22AT

Undertake renovations and restorations at Salem Willows Park, focusing on the stabilization and revegetation of the area known as “the Hill” at the park’s core. The project is the first phase of a larger upgrade to the park that will improve access to the multitude of current recreational uses, creating a more cohesive experience of the park.
