Chelsea Mace Basketball Court

The basketball court in Mace has always been a point of unity in this community and has served as a way to engage families in positive activities. The last couple of years these families have seen how the Court has deteriorated with cracked concrete on the basketball courts floor, broken basketball hoop nets and backboards and generally conditions that are not conducive to healthy activities. The reality is that until we can rehabilitate the court and allow our youth and families to own it again, for the use of sports and family engagement activities, these concerns will continue and probably increase especially due to the mental health and substance abuse crisis we are facing after a year of COVID. Once the court is rehabilitated we will measure the success of this project with the number of sport events, community gatherings and activities we are able to host for the neighborhood. The Chelsea Housing Authority will manage the construction of the court’s rehabilitation, in coordination with the Department of Housing and Community Development, while the Department of Housing & Community Development will manage the design and community engagement of the court, in coordination with the Chelsea Housing Authority. The Mace Tenant’s Association will support the design engagement and community programming after rehabilitation.

Chelsea Temple Emmanuel

Temple Emmanuel is a significant historical asset for the Chelsea community and a critical element of the Cary Square neighborhood's built environment. As a result, Chelsea residents and community events increasingly utilize Temple Emmanuel's building and grounds as gathering places. In addition to the historic and architectural significance of the exterior of the building itself, in one corner of the Temple's courtyard are two granite monuments bearing the names of Chelsea's Jewish soldiers killed in World Wars One and Two, alongside a flagpole for use in memorial ceremonies. The project’s ultimate maintenance plan will include the preservation of the monuments and flagpole. In addition, realigning the hedges and chain link fencing at the Cary Ave.-Gardner St. corner will significantly improve the monuments' public visibility and make them much more accessible for inclusion in Chelsea's Memorial and Veterans Day ceremonies. Temple Emmanuel seeks support for an on-site assessment during which historic preservation consultant(s) will examine, investigate, and analyze all areas of its building's external envelope, including decorative elements such as exterior trim, wood window frames, front and side entrance doors, and masonry front stairs; thoroughly document these elements' existing conditions and identify envelope deficits through photographs, architectural drawings, and overlay mappings as appropriate; and recommend next steps for stabilization, rehabilitation/restoration, preservation, and maintenance of this significant historical resource, including projects sequencing, budgets, and schedules.

Brewster Community Housing #34: Brewster Affordable Housing Trust #4

$500. - A home inspection, Atlantic Home Partners, associated with 212 Yankee Drive, single family home on the Town of Brewster’s Subsidized Housing Inventory (SHI). Brewster is listed as the municipality on the deed rider, dated January 1995. The owner of home is living in a facility and has a court appointed conservator. The home has been uninhabited for over 3 years. There was water damage to the property from an apparent burst pipe. Taxes have not been paid since 2018. The Town initiated the Tax Taking process through the court system. The Town was awarded the property as long as the property remains affordable in perpetuity. The property was transferred to the BAHT via a May 2022 Town meeting vote. The Trust will be overseeing the necessary repairs with CPC funds and will re-sell to a qualified affordable buyer. The Trust was allocated $500,000 of Community Preservation funding at the November 2019 Town meeting for potential purchase & repair of this home or other homes on the Town subsidized housing inventory in similar situations that may require Trust action or assistance.

Gloucester Sawyer Free Library - Saunders Murals

Saunders House is known for its beautiful murals and this application is for a project to protect, preserve and restore the Frederick L. Stoddard/Howard Curtis murals in the Anderson Room on the second floor. In addition to the work on the murals, structural repairs are needed to prevent further buckling and cracking of walls on the first and second floors. The goals of the project are to:‱ Make the Anderson Room an inviting community meeting space, a much-needed amenity in downtown Gloucester ‱ Preserve the murals for the purposes of historic study and enjoyment by the public and visitors to Gloucester. The estimated total budget is: ‱ Mural restoration $34,000 ‱ Structural repairs $50,000-100,000 (estimates underway) The estimated CPA funding request is for half of the total budget. The Sawyer Free Library will fund the other half from corporate trust funds.

Gloucester Hammond Museum - Archway Restoration

As an extended part of the Castle and it's grounds, the 12th and 13th century architectural archways in three different locations on the exterior of the Castle are in serious need of restoration, as they are beginning to crumble and deteriorate. These structure need to be repaired and stabilized due to the weathering that they have been exposed to for the past 90 years. Without this restoration these beautiful archways may not be able to be salvaged if they are not tended to in the near future. This process would include making a detailed inventory of all stones and pieces to be sure of their proper replacement, dismantling structures to repair marble and cast pieces , reassembling structures and reinstalling all loose stones, cut and provide deep re-pointing of all areas needed. Also, installing cement waterproof mortar to top of walls to prevent future water infiltration. Cleaning all stone with restoration cleaner. All re-pointing would be prepared with color matched pigmented mortar.

Gloucester Schooner Adventure - Rudder Preservation

The National Historic Landmark schooner Adventure (built in 1926) has been extensively restored to a high standard in keeping with The Secretary of the Interior’s Standards for Historic Vessel Preservation Projects. The vessel resumed sailing operations in 2015 as a U.S. Coast Guard certificated passenger vessel and is currently subject to the inspection regimen and safety regulations specified in 46 CFR Subchapter T. This project is intended to remove, inspect, service and reinstall the vessel's rudder and related hardware in order to ensure that these critical components, essential to vessel function and safety, are materially sound and will maintain their structural integrity for a lengthy period going forward. The rudder project will take place during the vessel's 2022 Fall shipyard haul-out period, and is a facet of the larger scope of work scheduled for that time, which will include inspection and maintenance of underwater caulked seams, routine hull planking replacement, re-coating with protective anti-fouling paint, and additional projects based on an assessment of material condition currently taking place during May of 2021 in the vessel's current dry-docking. Including the rudder project, estimated total expense for the 2022 haul-out is $60,000. Please note that the percentage of requested CPA support reflects the rudder project as an individual facet of the larger scope of work.

Gloucester Ocean Alliance - Manufactory Building

Ocean Alliance is requesting support for the planning and permitting process to rebuild the most iconic building on the Gloucester waterfront the Paint factory “Manufactory Building” so named because of the verbiage on the building, this building has been a landmark on Gloucester Harbor for over 160 years. In 2012 assessments of environmental hazards and building condition were completed which deemed the Manufactory building unsafe for occupation. In addition to hazardous materials, it was found that the foundation of the building would also need to be replaced and the first floor sits below current floodplain elevations. Ocean Alliance would like to reconstruct the Manufactory building to preserve the historic building and allow for safe occupancy. We will work with consultants to provide preliminary plans for environmental and engineering services. These services will be in the form of design plans, engineered drawings and environmental permitting support

Gloucester Gloucester Meetinghouse Foundation - Meetinghouse Green

Meetinghouse Green is the multi-acre foreground to the historic 1806 Meetinghouse located at the corner of Church and Middle Streets, and is the only remaining large green space in the Historic District. Over the years the condition of the trees, crushed stone walkway, grassy area, and perimeter fencing have deteriorated posing an ongoing hazard to frequent visitors who enjoy the open space and for concertgoers attending the annual summer outdoor music series hosted by the Gloucester Meetinghouse Foundation. A solution to the ongoing need for special event parking on the Green is also necessary. Adjunct to the restoration of Meetinghouse Green is the restoration of the entrance structure. In 1868 the Meetinghouse was raised nine feet above the original foundation to create a social hall at ground level. This renovation resulted in a new granite structure with raised entrance terrace and additional steps from locally quarried stone. In the 1960's concrete was poured over the platform and stairs to cover cracks and exposed openings into the open area below and to address the uneven treads that resulted from the movement of large granite structural members. This concrete platform has started to deteriorate with major cracks becoming visible.

Gloucester Annisquam Village Church

This request for matching funding for the Annisquam church exterior restoration follows extensive Interior restoration and renovation work completed over the past three years with the generous assistance from the city with our first CPA grant in 2018. This work will consist of replacing 12 missing shutter sections, repairing and strengthening all existing shutters, installing new downspouts that replicate the original wooden downspouts with capitals, rebuild the two double front doors into ADA compliant single doors, repair existing clapboard siding where necessary and paint exterior and shutters. This work will be completed by: Beech River Mill, Ossipee NH, Aren Carpenter, Gloucester MA and Sherwood Painting, Marblehead MA. and supervised by Peter Lawrence
