Canton Hagan Court Emergency Staircase Replacement

This is supplemental funding. At the prior year’s Annual Town Meeting, $100,000 was appropriated for the project. Impacts of COVID and supply chain issues have impacted project costs, which have more than doubled. The steel staircases provide a secondary means of access and egress across nine residential buildings and have been in place for nearly six-decades. Replacement of these emergency staircases will prevent second-story apartments at the 74-unit complex from being taken off-line. This project is supported by the Canton Fire Department.

Canton Restore Antique Fire Engine

$168,000 to restore a 1925 Antique American LaFrance Fire Engine owned by the Town of Canton. This antique fire apparatus was the first motorized Fire Truck purchased by the Town of Canton in 1925 for $20,000. Complete restoration of the artifact includes body, paint, mechanical, decoration and plating, along with maintenance training for Fire Department personnel. The Fire Department intends to display the restored truck and to use the engine in parades as a tribute to the Town’s firefighting history.

Canton Part-Time Housing Coordinator

$47,500 to fund a new part-time Housing Coordinator position. This role will provide staff capacity critical to implementing strategies set forth by the Canton Municipal Affordable Housing Trust. The Canton Municipal Affordable Housing Trust was created last year at Town Meeting. $50,000 was also approved by CPA at the same time for the purpose of hiring a consultant to update Canton’s Housing Action Plan. The Plan is nearing completion with the final report due in the summer of 2022.

Canton Reading Garden Design Study

$15,000 to partially fund a design study at the Canton Public Library, supporting the need to address safety and accessibility concerns to the nearly 10,000 square feet of outdoor space used for outdoor programming as well as all outdoor areas on library property. In response to the pandemic, the Canton Public Library introduced a series of widely popular outdoor programs, serving more the 4,000 residents in 2021. The library intends to continue outdoor programming and recognizes the need to improve the outdoor space.

Canton Mutch Outdoor Skating Rink Rehabilitation

$50,000 to fund design and engineering services for the rehabilitation of the Mutch Outdoor Skating Rink. The Mutch rink was constructed in 1999 and resurfaced in 2010. Despite ongoing maintenance, the asphalt surface of the rink has significant cracks and is not ADA accessible. This design study will identify project needs and create a reliable cost estimate for construction.

Canton Galvin Middle School Basketball Courts - Restoration

$54,095 for the rehabilitation of the basketball courts at the Galvin Middle School. At the 2020 Town meeting, a $35,097 appropriation to rehabilitate the basketball courts was approved. However, the School Department reconsidered the scope of the work based on less than desirable results at a similar project at the Kennedy School. The revised approach involves removing roots, repairing the concrete and installing a modular tile court system. The prior request recommended applying an acrylic resurfacing product which has proven to be less effective. The total cost of the project is estimated at just over $89K.

Canton Restrooms at Paul Revere Heritage Site

$210,000 to fund a 4-unit ADA accessible, prefabricated bathroom facility at the Paul Revere Heritage Site. The Paul Revere Heritage Site was purchased in 2015 and is open to the public. It receives significant foot-traffic and will increasingly serve as a host site for public events. The proposed 4-unit bathroom facility will provide a much needed amenity for the growing number of park users and for future events and site rentals.

Canton Playground Replacement at Hansen Elementary School

$286,924 to partially fund the replacement of the Hansen School Playground. The Hansen Playground is the second oldest in the Canton School System. An inspection performed in 2017 noted the age and numerous retrofits to existing equipment, finding structures to be inappropriate for the space and users. The replacement project includes poured-in-place surfacing, adding significantly to the project cost, but greatly improving accessibility. The total cost of the project is estimated at $290,000. The School Department has committed to cover costs in excess of $286,924 CPA funding.

Norwood Restore & Preserve Town Hall Architectural Rendering

Contract with a qualified conservator to restore and preserve the historic rendering of Norwood Town Hall. Painted in watercolor by William G. Upham, the architectural rendering depicts the design ultimately chosen for the municipal building in the 1920's. Restoration will require de-mounting, repairing tears, surface cleaning, media testing, flattening, reducing acidity and possibly some color correction. Once restored and reframed, the drawing will continue to be on public display.

Norwood Preservation of Annual Town Reports

Funding will be used to have up to thirteen volumes of Norwood's Annual Town Reports dating back to the 1800's professionally repaired and preserved by a qualified conservator. These historic documents have been digitized; however, the original reports are in poor condition and require treatment to prevent them from disintegrating beyond repair. Limited public access to the reports will be provided once the preservation work is complete.

Norwood Pocket Park at Stearns and Elliot

Funds will be used to create a pocket park on the vacant town-owned lot at the corner of Stearns Drive and Elliot Street. The project entails selective clearing and hard- and soft-scape landscaping along with installing park amenities such as light bollards, benches, tables, trash receptacles and a bike rack.

Norwood Riverfront Park at Saint Street Lot

Develop a design plan and specifications and undertake the construction of a Riverfront Park at the 6.9-acre Saint Street lot, which was purchased in 2021 using CPA funds for Open Space purposes. This funding will cover approximately 50% of the total project costs. The future park will feature: accessible trails, a deck overlooking the Neponset River; a nature play area; an outdoor classroom to serve nearby schools; nature-based stormwater management basins; ADA accessible parking spots; a "food forest" and other park amenities such as multi-lingual educational signage, benches, picnic tables and bike racks.
