Appropriate $30,000 from the Community Preservation General Fund to be used for an Open Space/Recreation project to be used by the Town of Hull to undertake the design and construction of a 30’ x 30’ “sails’ shade structure at L Street Field located at N Street and Nantasket Avenue Map 15 Lot 141 and Map 15 Lot 14

Appropriate $69,965 from the Historic Resource Reserve and $430,035 from the Community Preservation General Reserve, total of $500,00, and bond $1,000,000 to be used by the Town of Hull for the Village Fire Station Historic Preservation and Rehabilitation construction located at 129 Spring Street Map 06/Lot 062

There are two town playgrounds in Westport, The Annex Playground, built in 1994 and the Bicentennial Playground, built in 1999. Both aging playgrounds are in urgent need of help. They are outdated and not in compliance with current standards, such as accessibility and safety code standards. Most play structures can last between 8-10 years before they need to be replaced. The Annex Playground is 28 years old and the Bicentennial Playground is 23 years old. The Annex Playground has various issues that include, splintered or cracked wood planks and deck boards, rotting wood posts on the swing sets, railroad ties sticking out of the ground, crack and/or worn plastic chains on the tire swing, log hole plugs missing, as well as missing hardware and corrosion. The Bicentennial Playground has various issues that include, rotted stairs within the playground structure, rusted metal, missing swings, broken mats under the swings, rusted or missing bolts and no handicapped parking. The Recreation Department is asking for $350,000 from the CPA. If approved, the Recreation Department plans a total replacement of the Annex Playground. They would demolish and remove the old playground, prepare the land for a new playground and install a new up to date playground. They would also upgrade the Bicentennial Playground by removing and/or replacing parts of the playground that need replacing or repair. If possible, with the assistance of other funding sources, demolish and replace with a new updated playground.

This project will permanently protect 29 acres of forest along Snell Creek at 559 Main Road. The property will be open to public access.

The project proposal is vital to the preservation of the north el and associated north outbuildings of the Historic Westport Town Farm located at 830 Drift Road. While the main house, barn several outbuildings and 40 acres are maintained by the Trustees of Reservations, the North el and several adjacent outbuilding are the responsibility of the Town and administered by the Westport Historical Commission. The funds requested are for critical repairs and will help guarantee the continued preservation of these important structures. The CPA funds, if approved, will help restore and/or replace the east and west eave soffit, fascia and gutters. Stabilize screen/storm door by removing deteriorated paint and making door water tight. Re-shingle outhouse sidewalls and roof, replacing trim, re-paint carriage shed and tin roof and replace existing gas hot water heater.

Restore two sets of window casements in the historic wing of the library.

To provide a safe covered area to provide relief from the weather. Also, to provide equity as the girls' teams do not have such structures.

Restoration of the front and west side porticos, replace broken bricks and relevel the surface and repoint the granite steps. This building is a National Historic Landmark

Design of a “tot lot” at DeFazio Field. Design considerations include playground location, equipment, age groups, fencing, pathways, and amenities.

The PHR Basketball Courts are showing significant signs of wear and cracking. Similar to what we were able to accomplish with the Tennis/Pickleball Courts, we are now looking to have the PHR Basketball Courts completely repaired/resurfaced/repainted. Additionally, we are looking to address broken fences, and install new backboards on each hoop. The current backboards are significantly weathered/aged, and are in need of replacement to match the rest of the recent complex improvements.

The front façade of Masonic Hall is very deteriorated and out of compliance with current ADA code therefore it must be updated to be included in the design plans. Without this update access to the second may be difficult to accomplish because the front of the building won’t be able to support such a structure.

The upgrades would consist of all new teepads constructed of pressure treated lumber, stone dust and concrete paver blocks to provide a safe stable permanent pad that will require much less maintenance in the future. We will also be installing benches at each teepad for those waiting. Upgrades to the basket areas will include landscape wall bricks and rocks around the base of the baskets. We would also like to purchase maintance tools to keep at the course for volunteer use.
