Holliston Upper Charles Conservation Trust -- Beaver Deceiver

MOVE: To appropriate the sum of up to $2,000 for fiscal 2015 from the Community Preservation Undesignated Reserve to assist the Upper Charles Conservation Trust with the purchase of “Beaver Deceiver” water level lowering devices on conservation land known as Wenekeening Woods, for the purpose of preserving town-owned recreational space (the Mission Springs little league baseball field), the Upper Charles Conservation Trust to be responsible for the engineering and installation expenses associated with the project. All funds to be expended within one year of the October 2014 town meeting.

Holliston Upper Charles River Trail

Matching funds for the construction of the remaining 400 ft of the Upper Charles River Trail in Holliston and 21 parking spaces adjacent to the trail between Central, Railroad and Church Streets contingent upon the town making application for an equivalent amount for the same purpose under the 2019 MassTrails Grant Program. Project completed without expenditure of CPA funds. Appropriation of CPA funds demonstrated the town's commitment to the project and enabled the town to successfully apply for and obtain MassTrails Grant to complete the work.

Falmouth Upper Childs River and Farley Bog Restoration

This project will rehabilitate and restore the Upper Childs River as a cold water fishery and restore the Farley Bog to a wetlands habitat. The project consists of final design and engineering and initial construction associated with removal of an earthen dam and abandoned concrete fish ladder, removal of impounded sediment, and construction of a new channel through the former impoundment. Also included is the removal of invasive plant species. A conservation restriction will be required on the project. **This project includes the town selling 12.5 acres of their own land to the Falmouth Rod and Gun Club, who own the rest of the land surrounding this wetland and river area. In return, town purchases restriction from FRGC. Parcel ID# 20 06 063 000

Falmouth Upper Childs River/Farley Bog-Construction

On approximately 12.5 acres of previously transferred land from the Town of Falmouth to the Falmouth Rod and Gun Club, the project goal is to rehabilitate and restore Upper Childs River and restore Farley Bog to a wetlands habitat. The total project construction cost is $1,007,562. CPA funds will be used for removal of impounded sediment and development of a new channel through the former impoundment. This project received $150,000 in a prior CPA appropriation for engineering, removal of the earthen dam, and partial removal of impounded sediment.

This project will fund the historic rehabilitation of the building façade for 348 Chestnut Street/48‐52 Franklin Street which was constructed in 1911 and designed by architect George P.B. Alderman & Company. The work will include masonry repair, tuck pointing and cleaning.The five‐story, 14‐by‐22 bay Classical Revival, brick building has an L‐shaped footprint with decorative brickwork, brownstone lintel and sills and a corbelled brick cornice and features 28 apartments. The property appears to meet the National Register Criteria for Evaluation and will contribute to the significance of the Central Churchill Historic District that may be listed in the National Register of Historic Places if nominated by the State Historic Preservation Officer.
