Partnered with Berkshire Housing Development Corp to distribute emergency rental/mortgage assistance to eligible Williamstown residents who have suffered financial setbacks due to the COVID-19 pandemic.

Affordable Housing Trust (AHT) Emergency Rental Assistance funding is to provide emergency rental assistance to Scituate residents adversely impacted by COVID-19, joining over 80 towns and municipalities. The AHT will work with state agencies such as Mass Housing Partnership and Neighbor Works for the application process and distribution of these funds.

Bond of Five Million Dollars ($5,000,000) be appropriated to pay costs of acquiring land, which may include any buildings thereon, for the development of affordable housing, and also to pay costs of designing, constructing, reconstructing and equipping affordable housing, all of which shall be undertaken in conjunction with the Town’s Affordable Housing Trust, and for the payment of all other costs incidental and related thereto. The principal and interest shall be paid from Community Preservation Act revenue. Any affordable housing units developed pursuant to this vote shall be available to tenants with incomes of not less than 30% or more than 200% of area median income for the Town.

The owner of this home is in a facility and has not lived in home for over two years. Taxes have not been paid and the home is in need of repairs. The Town has initiated the Tax Taking Process. Legal funds were expended to research the tax taking process as it related to the Masshealth lien.

The Town owns 16.38 acres of municipal land off Millstone Road. This parcel has been designated for Community Housing. A watershed analysis was performed by Bohler Engineering to address abutters concerns regarding water flow on the property. This analysis is now an attachment as the Town prepares to Issue a Request for Proposals for a developer for the housing project.

Make more money readily available for affordable housing needs.

This allocation was used to hire a consultant to assist the Trust in a Community Engagement process for the Millstone Road Community Housing project. The Town owns 16.38 acres of municipal land which was designated for Community Housing at the May 2018 Town meeting. The Trust received a $10,000 grant from Mass Housing Partnership(MHP)for $10,000 to perform pre-feasibility. After determining that the land was suitable for housing, the Trust put out a Request for Quotes for a consultant to assist with the community engagement process which included 3 in-person community forums and two online surveys. The contract was awarded to Barrett Planning of Plymouth, MA in the amount of $12,500. The Trust voted at their July 2, 2020 meeting to advance Concept #2 which includes 45-50 units of rental housing. Mass Housing Partnership has contracted with Bohler Engineering who will develop a master plan for the property which the Trust will review and then go out for Request for Proposals for a developer in the fall of 2020 with the assistance of MHP. It is expected that the Town will enter into a long term lease with the developer and all housing units will have a permanent deed restriction on them.

Funds voted at ATM/FY 18 will be used to fund the Affordable Housing Trusts, Housing Coordinator, legal Fee and normal business expenses.

Replenish Trust money that is immediately accessible, allowing the Housing Authority the ability to act on opportunities that arise between Town Meetings.

Appropriate $145,753 from the Community Housing Reserve Fund to the Affordable Housing Trust for the the preservation of affordable housing.

These funds will allow the Eastham Affordable Housing Trust to continue implementation of several housing assistance programs designed to meet current and future demands for assistance identified in the 2016 Eastham Housing Production Plan.

To fund the new formed Affordable Housing Trust which is to be managed by a Board of Trustees for the acquisition, creation, preservation and support of affordable housing for the benefit of low and moderate income households.

The Trust was created and empowered to fill CPC's charge of acquiring and supporting affordable housing. These funds will be saved for a big investment in building or buying housing units, and continuing rental support for low income residents of Littleton.

The Affordable Housing Trust Fund Board of Trustees established by Article 7 of the October 30, 2017 Special Town Meeting has requested that the CPA Community Housing Reserve balance of $525,545.80 be transferred to the Affordable Housing Trust Fund. Pursuant to Town Code Chapter 8, Article VII that fund is for the exclusive purpose of creating, preserving, or rehabilitating affordable housing units in the Town of Littleton

From the reaming balance of the Purcahse & Retro-fit of a Potential Group Home project approved under Article 16 of the May 10, 2008 Annual Town Meeting.

To the Affordable Housing Trust for the creation, preservation, aupport, rehabilitaion or restoration of affordable housing and any other related costs.

To fund a grant to the Williamstown Affordable Housing Trust for initiatives and programs related to furthering affordable housing in Williamstown. P21AT
