Billerica Disc Golf Course at Vietnam Veteran's Park

The Billerica Recreation Department is seeking funds to design and install a Disc Golf Course at Vietnam Veteran’s Park (VVP). This activity will become an attraction for residents and help further the VVP as a meeting place for friends and family, while providing a fun and free entertainment option for the residents of Billerica. In addition to leveraging existing recreational locations for multiple uses, this project aligns well with Billerica’s Open Space and Recreation Plan: “Improve public awareness of conservation and recreational resources and their social, economic, and environmental benefits to the Town.”

Billerica Billerica Public Library

The Billerica Public Library is the repository for documents integral to maintaining the history of the town of Billerica. Many of these paper documents are old and sometimes in dire need of restoration and preservation. The Billerica Public Library is seeking funds to perform a Preservation Assessment (risks, policies, storage, equipment, and handling) of the current situation. Billerica’s Master Plan identifies the objective of enhancing Billerica’s civic education programs and instills pride in the town’s rich heritage; a goal this project helps achieve.

Billerica Billerica Affordable Housing Trust

Under the direction of Billerica’s Affordable Housing Trust, the Billerica Housing Authority (BHA) will pursue the purchase of affordable housing units. As a provider of safe, decent and affordable housing opportunities for residents, the BHA and Affordable Housing Trust will use CPA funding to help build a reserve to be used as “seed” funds/deposit for new family and elderly housing opportunities for Billerica residents in need. The project supports the CPC’s plan for ensuring long range affordability for residents, can help achieve the goal to develop rental and ownership options for senior citizens, disabled residents and veterans laid out in Billerica’s Housing Production Plan.

Billerica The Howe School

The Town of Billerica seeking CPA funds for the Howe School. These funds will be used for the 100% design and construction cost estimation to make the building habitable and accessible to the public. This is a necessary first step to prepare the Town to go out to bid for the construction improvements, and offers the opportunity to work towards Billerica’s goal of developing programming and key projects to promote opportunities for everyday interactions with the town’s history and resources.

Billerica The Middlesex Canal Museum

The Middlesex Canal Museum – operating out of the Faulkner Mill in North Billerica – is in the process of permitting and preparing for the preservation and rehabilitation of 2 Old Elm Street as a new museum. This former brick woolen warehouse needs significant renovation, the majority of which are being funded by the Museum. The Canal Association is seeking funds for masonry improvements (corbeling to accept new roof tresses, two new entrances, and repointing of bricks).This work allows a Billerica the chance to “Protect, preserve, enhance, restore and/or rehabilitate historic, cultural, architectural or archaeological resources of significance, especially those that are threatened,” a criteria from Billerica’s CPC Plan.

Billerica Yankee Doodle Bike Path

The Town of Billerica has been moving ahead on the design for the Yankee Doodle Bike Path. The Town is currently at the 25% design stage and is seeking to advance to 75% design stage. The CPA funds will be used to advance the recreational initiatives laid out in Billerica’s Open Space and Recreational Plan to “Improve, expand, and increase access to active and passive recreational opportunities.”

Billerica Peggy Hannon Rizza Complex

The Town of Billerica is seeking CPA funds to be used for design costs at the Peggy Hannon Rizza Complex. The current field configuration and condition is inefficient and needs to be rehabilitated. This project will use CPA funding to leverage existing recreational locations, and maximize the land already owned by the Town which is a benchmark foreligibility for CPA projects. Billerica Clara Sexton Memorial Museum

The Billerica Historical Society is seeking CPA funding for the restoration and preservation of the Clara Sexton Memorial Museum located at 36 Concord Road. The funds will help the Society replace windows and repaint the property. This is an important initiative as the project demonstrates a public benefit that is significant in the history, archeology, architecture or culture of the town, which is one of the criteria for the CPC.

Billerica First Parish Steeple Restoration

Steeple rehabilitation. Railings and moldings on the belfry and lantern sections will be removed and replaced. The roofing shingles on the spire section will be replaced. The weathervane and clock will be restored.

Billerica Katie Durand Memorial Park/Carter Ave.

The Town of Billerica voted at Spring 2018 Town Meeting to purchase 8 Carter Avenue and an adjoining parcel located on the Concord River in the care and custody of the Conservation Commission. Those parcels were for preservation, restoration and passive recreation purposes. The Commission would like to request funding to implement the goals of Town Meeting by designing and constructing a multi-use project that could include picnic tables, canoe/kayak access, small parking lot for visitors, and a memorial pollinator (butterfly) garden honoring Katie Durand, former Conservation Assistant. This project will use CPA funding to maximize the land already owned by the Town and aligns well with the goals outlined in the CPC Plan and Town’s Open Space and Recreation Plan.

Billerica Sheridan St. / River Access

The Town through its Conservation Commission owns multiple parcels located at the end of Sheridan Street, and these parcels can offer access to the Shawsheen River. Access in this location requires the design and construction of a boardwalk, small parking area and educational signage for the public and residents using either canoes or kayak can put-in their at the correct location to maintain and preserve Conservation land supporting wetland resource areas including forested riparian/Riverfront Area, floodplain and Buffer Zone. Providing additional river access to the Shawsheen River encourages educational opportunities and a higher quality of life for residents. This project will use CPA funding to maximize the land already owned by the Town and aligns well with the goals outlined in the CPC Plan.

Billerica Billerica Public Library – Purchase of Archival Furniture of Supplies

The Billerica Public Library’s local history collection is quite extensive containing many rare and historical items including documents, maps, pamphlets, works of art and other artifacts, and books. The collection has overflowed the Local History Room at the Library and many items are stored in locations that are not archivally optimal. Based on the Preservation Needs Assessment done by Northeast Document Conservation Center and funded by the CPC, the Library is asking for funds to purchase archival and preservation supplies and furniture. The supplies and furniture will aid in the preservation of the library collection by appropriately housing or rehousing the collection in protective enclosures and then storing them in proper archival furniture making these items safely available to the public.

Billerica The Middlesex Canal Museum

In Fall of 2018, Town Meeting authorized $100,000 to help fund, restore and rehabilitate a former Talbot warehouse in the Historic Mill District for adaptive reuse as the Middlesex Canal Museum. The MCA requests funding for continued and on-going restoration and rehabilitation of the Middlesex Canal Museum building at 2 Old Elm Street. The funds will be used primarily for plumbing and electrical work.

Billerica Peggy Hannon Rizza Complex

To see if the Town will vote to appropriate the sum of $11,000,000 to pay costs of designing, constructing, remodeling and equipping the Peggy Hannon-Rizza Multi-Generational Park and Recreational Complex, which project shall include, among other elements, turf fields, softball fields, pavilion, parking, community space, restrooms and concessions, including the payment of all costs incidental and related thereto, and that to meet this appropriation, the Town shall appropriate $3,000,000 from Free Cash and the Treasurer, with the approval of the Select Board, is authorized to borrow up to $8,000,000 under and pursuant to M.G.L. c. 44, §7(1), M.G.L. c. 44B (the Community Preservation Act), or any other enabling authority, and to issue bonds or notes of the Town therefor. Any premium received upon the sale of any bonds or notes approved by this vote, less any such premium applied to the payment of the costs of issuance of such bonds or notes, may be applied to the payment of costs approved by this vote in accordance with M.G.L. c. 44, §20, thereby reducing the amount authorized to be borrowed to pay such costs by a like amount; or act in relation thereto.

Billerica Katie Durand Memorial Park/Carter Ave.

The Town of Billerica voted at Spring 2018 Town Meeting to purchase 8 Carter Avenue and an adjoining parcel located on the Concord River in the care and custody of the Conservation Commission. Those parcels were for preservation, restoration and passive recreation purposes. In the Spring of 2020, Town Meeting authorized $75,000 for a multi-use project with various site improvements, including picnic tables, access drive and parking lot and a memorial area and pollinator garden honoring Katie Durand, the former Land Use Assistant in the Conservation Department who passed away in 2018. Since that time, a more detailed design plan and cost estimate for permitting has been prepared. The estimate exceeds the original requested amount, and therefore, additional funds are needed.

Billerica Purchase of the Masonic Hall/Thomas Talbot Lodge

The Town purchased the Masonic Hall at 11 Concord Road per Town Meeting vote in June of 2020. The building is currently occupied temporarily by the Billerica Food Pantry. A Structural Engineering Study determined that there are $130,000 of needed structural restoration work to the building. Part of this funding request is to address these renovations. Also, the Town Administration would like to complete a Facility Study on this property to determine best uses into the future. The remainder of this funding request would be to fund this study.

Billerica Clara Sexton House-Barn Renovations

The House was built in 1723 and is owned by the Billerica Historical Society. Rehab, restore, and winterize the interior of the barn. The barn has a main floor, loft, and basement. Most of the work will be on the main floor (26’ x 25’).The bottom floor will be a "cold storage" area. the main floor will be a display and activity area for the public. The third floor will provide temperature controlled archival storage. Once finished, this area will be used for the display of Billerica historical artifacts which will be open to the public.

Billerica PHR Basketball Court Improvements

The PHR Basketball Courts are showing significant signs of wear and cracking. Similar to what we were able to accomplish with the Tennis/Pickleball Courts, we are now looking to have the PHR Basketball Courts completely repaired/resurfaced/repainted. Additionally, we are looking to address broken fences, and install new backboards on each hoop. The current backboards are significantly weathered/aged, and are in need of replacement to match the rest of the recent complex improvements.

Billerica Masonic -Front Facade Renovations

The front façade of Masonic Hall is very deteriorated and out of compliance with current ADA code therefore it must be updated to be included in the design plans. Without this update access to the second may be difficult to accomplish because the front of the building won’t be able to support such a structure.

Billerica FCCB Renovations

This restoration will require removing the vinyl siding and replacing it with period appropriate clapboards, adding back the transom fanlights over the windows of the 1829 portion of the building, replacing the front entrance to reflect the historic architecture, and repair to the belfry.

Billerica Disc Golf Course at Vietnam Veteran's Park

The upgrades would consist of all new teepads constructed of pressure treated lumber, stone dust and concrete paver blocks to provide a safe stable permanent pad that will require much less maintenance in the future. We will also be installing benches at each teepad for those waiting. Upgrades to the basket areas will include landscape wall bricks and rocks around the base of the baskets. We would also like to purchase maintance tools to keep at the course for volunteer use.
