A time capsule was placed at Stetson Hall back in 2011. The Cannon Committee would like to place a granite marker indicating its location and detailing when it should be opened. This location is fitting since there is a Civil War Monument and the date of opening the capsule is the 200th anniversary of the Civil War.

Develop a master plan for the Town that results in an actionable, prioritized plan that guides the Town in implementing infrastructure that improves connectivity between parks, employment and recreational centers, residential areas and regional trails to promote bicycling and walking for transportation and recreation.

The project proposes to purchase Royal Stetson House, a National Historic Register eligible house, stabilize the structure from further deterioration, restore the historic building fabric, upgrade physical facilities, and prepare the National Register nomination. Restoration of the building is to be done with a combination of Federal and State preservation grants, and a preservation lease program. Restored house is to be either sold with preservation restriction, or continue to be leased in a maintenance or preservation lease program, with provisions for periodic historical tours of this historic house.

To extend the Norroway Pond bike path

This is the final phase of the project and will hire the same student intern from Simmons College as before to finalize the process of reviewing and sorting the items for storage, scanning and digitizing of the items and online sharing with researchers, in collaboration with the Omeka Program at the Turner Free Library to process access and education.

With the current climate and effects from the COVID-19 Global Pandemic hitting the residents of Randolph particularly hard, the Town partnered with the United Way, South Shore Stars, and NeighborWorks Housing Solutions to create the Randolph Resiliency Fund. This fund has been very helpful in assisting residents with their rent, utility payments and even food. Unfortunately, the number of those affected by the pandemic continues to grow and the need of assistance is in great demand. Due to constraints by the Community Preservation Act, all funding received will be earmarked for rental assistance only.

This phase of the project will hire a student intern from Simmons College to begin the process of reviewing and sorting the items for storage, scanning and digitizing of the items and online sharing with researchers, in collaboration with the Turner Free Library.

The current equipment would be removed and disposed of. The area would be cleaned and mulch or other playground friendly substance would be put down. New equipment for pre-school through middle school aged children would be purchased and installed. Tables with coverings would be installed for those utilizing the area and/or employees to enjoy. Fencing would also be repaired and installed surrounding the area.

The Town Planner provides assistance to the CPC, Town Manager and Planning Board in support of the strategic goals of the Town Council through local and regional efforts. They manage the community and economic development efforts of the Town through a wide range of coordination and cooperation with departments, citizens, outside agencies, and other stakeholders. The Planner is responsible for supporting the activities of the Planning Board, the Community Preservation Committee and the Economic Development and Strategic Planning Committees of the Town Council.

The Town Planner provides assistance to the CPC, Town Manager and Planning Board in support of the strategic goals of the Town Council through local and regional efforts. They manage the community and economic development efforts of the Town through a wide range of coordination and cooperation with departments, citizens, outside agencies, and other stakeholders. The Planner is responsible for supporting the activities of the Planning Board, the Community Preservation Committee and the Economic Development and Strategic Planning Committees of the Town Council.

The Historical Comm. & the Town have a large amount of historical materials that have accumulated over 40+ years. These boxes of photos, Town reports, manuscripts & records, clothing, relics, banners, etc.
 need to be evaluated so that a plan for preservation, cataloguing & storage can be undertaken for future generations. Currently, the Town does not have a centralize location for the storage and/or display of historical artifacts. This assessment will be the first step in determining what is needed & where to start.

The Historical Commission, working with a sign maker will create a new sign to replace a 40 year old, existing sign behind Stetson Hall that indicates historical places and dates; that is in dire need of repair. The sign will be similar to other existing Town signs.

This project will include the tear down of the existing North Randolph Fire Station at 920 North Main Street, dumpsters for the removal of materials, cleaning and creation of a park at the .28 acre parcel of land at 920 North Main Street, after the completion of the new Fire Station. The plot will then serve as a wonderful open space, green park.

The Town will purchase a 25,000 sq. ft. parcel of the 584 North Main Street property for the purpose of adding parking at the conservation area known as Powers Farm. The parking will be re-enforce turf, not paved. The project also includes a small amount of landscaping to provide privacy for the residents of the property.

The purchase of 391 South Street to be used for affordable housing.

The Town lost tennis courts that were converted to basketball courts and the existing courts located at the Middle School and the Young School have fallen in disrepair. This project will level out all surfaces, repair cracks and fill with an acrylic sealant at both locations. Courts will then be repainted, relined and poles holding the net will be repaired.

This project includes the installation of an 8’ wide trail system that begins at Grove St., travels through the varied ecosystems within the property and connects to an existing trail network on Powers Farm. The resultant trail system accommodates cyclists, walkers, joggers, etc. on an off-road circuit through the Town's open space parcels.

The building is located on North Main Street in historic Crawford Square. The Trustees have noticed recent signs of water intrusion to the interior of the building due to the need of spot exterior brick re-pointing and waterproofing. This work will enhance the structure of the building and add to the aesthetics of the exterior. Also in need of repair is a custom 8 x 2 window on the left side of the building as the elements are beginning to penetrate the double pane. Lastly, the Trustees will complete some minor painting/repairs to the window headers.

The Historical Commission will hire a consultant to document 69 high priority historic buildings and 3 cemeteries. The properties were selected because they were well-preserved examples of a style or form and/or buildings that represent a less common or unusual building form, style or material. Some buildings are within the possible North Main Street local Historic District, while still others were surveyed between 1977 and 1981 and are now recommended for further study for National Register. The Central Cemetery, St. Mary’s and West (Oakland) Cemetery, have no documentation on file. This project will receive matching funds from a Massachusetts Historical Commission grant.

This phase of the project will incorporate the recommendations outlined in the conceptual master plan including: Provide additional points of access to the property; Install permanent restroom facilities; Develop and install trail signage; Improve trail surfacing and provide additional trails; Provide improved access to Norroway Pond; Repair and reuse existing cottages/sheds at Norroway Pond; and Develop agricultural uses that support community needs. Additionally, it will address recommendations for immediate repairs and property management to ensure protection of the existing ecosystems while allowing for public use and enjoyment including: general vegetation control; pond vegetation and shore management; dam repairs; vegetated screening. The Town is applying for grant assistance through the Mass. Cultural Council to repair and repurpose the two cottages and surrounding area

The Friends of the Randolph Dog Park are seeking to enhance the foliage and create a natural buffer between the Dog Park and the neighbors on Ledge Hill Road. The funding will purchase 20 full-grown, White Pines that will be planted and maintained by the Friends of the Dog Park.

The parking lot area at Stetson Hall is in dire need of repair. The building holds many functions attended by residents and needs to be repaired to ensure the safety of the public. The project has been reviewed by the DPW Superintendent and he recommended removal of the existing pavement, some leveling, repaving and lining and striping. The parking lot and handicap access have become safety concerns; the DPW Superintendent will be overseeing this project along with the Stetson Trustees and the CPC Committee.

To continue the CPC commitment of a Community Preservation Town Planner. The Planner is responsible for assisting with the implementation of the Town’s Community Preservation programs. The Planner shall oversee (or manage) CPA plans and budget as well as be charged with the “smart growth” planning and economic initiatives. The Planner also helps Randolph expand the tax base. The Planner shall: seek out new economic opportunities while retaining existing businesses; Develop projects that: create jobs, improve economic wealth, and provide better quality of life for all our citizens with an emphasis on Community Preservation principles.
The Community Preservation Town Planner will report to the Town Manager and work collaboratively with the CPA Committee, Planning Board and Conservation Commission.
