Randolph Young School Tennis Courts

Since the resurfacing of the Young School Tennis Courts back in 2015, the courts have grown even more popular than they were before. Due to regular usage, wear and tear and the weather, the courts need to be completely removed and redone. The current asphalt will be removed and a new court installed and lined and striped for 3 courts. The fencing will also need to be repaired where it can be or replaced. The DPW will be involved with this project to help when they can.

Randolph War Memorials Lighting

Lighting of the war memorials in front of Town Hall and the ones in Crawford Sq. so residents can experience the history and remember those who have fallen, at times later in the day. Lighting will also be added to the flag poles, so the Town is following proper flag etiquette.

Randolph Vital Records & Historic Document Preservation-Phase 1

The Town Clerk would like to start the process of digitally scanning & microfilm the vital records and historic documents for generations to come and to assist those seeking historical records or genealogy research. In addition, he will begin the process of rebinding and preserving many books that have sustained damage based on age, general wear and tear and mold. Many of these records could be placed online. Additionally, research time will be significantly reduced with a comprehensive data base of the records.

Randolph Veterans/Family Housing Program

The Veterans and Working Families housing is a first time home buyers program designed to help families purchase single family homes in Randolph in order to stabilize and reinvest in the Town’s housing stock. All single family homes are eligible for the program; however, the program has increased financial incentives for foreclosed single family homes either already foreclosed upon or in the process of being foreclosed. Short sale homes also have increased financial incentives in order to prevent the home from falling into foreclosure.

This is a groundbreaking program in Massachusetts in that it targets families that may have a past or present connection to the Town of Randolph and who make at least 80 percent of median family income up to 100 percent of median family income according to the most recently published Department of Housing Urban Development guidelines. These families are the forgotten folks who are struggling to have a piece of the American Dream. Applicants will be entered into a weighted random lottery for those who meet program requirements. It is the Town’s expectation that people who participate in the program will make improvements to foreclosed or short sale homes that have fallen into disrepair and bring the home back to community standards in order to stabilize a neighborhood.

Randolph Van Beal Road-Daly Property

The Daly property is a 2.5 acre land purchase that will create a pocket park for the South Main, Maple Street and South Street neighborhoods. The property is a woodland with tall, mature trees that would be a nice place for adults and children to observe birds and wildlife and “have the opportunity to play in the woods.” This purchase would protect in perpetuity a natural woodland.

Randolph Turner Free Library Windows/Weatherproofing

The Trustees of the Turner Free Library will replace the leaking “ceiling to floor” windows on the main floor on the Northeast side of the library. The single pane windows overlook the Veteran’s Memorial at the intersection of North Main Street and Memorial Parkway originally installed in 1966. It is expected that the Library will see significant energy savings on heating and cooling costs with the energy efficient windows and will weatherproof the Library as well, preserving the building integrity and ensure it continues to serve residents of all ages for years to come.

Randolph Town Hall Rehabilitation

Town Hall is desperately in need of repairs. Trim around the windows and doors will be repaired when possible, with new windows and steel doors being installed. There is also concrete work needed to the facade of the building. The front deck had been repaired and painted previously and it is now in need of replacement. Composite decking will be used to help with maintenance. The clock and related parts including lighting needs complete replacement to restore the clock to proper working order again.

Randolph Town Hall Playground

The current equipment would be removed and disposed of. The area would be cleaned and mulch or other playground friendly substance would be put down. New equipment for pre-school through middle school aged children would be purchased and installed. Tables with coverings would be installed for those utilizing the area and/or employees to enjoy. Fencing would also be repaired and installed surrounding the area.

Randolph Tower Hill Playground

The playground has fallen in disrepair and not been updated since it was used as a school. The existing mulch will be removed and replaced throughout the area; the sand will be removed and new sand put down in the play area; some areas of the play structures will be sanded and repainted to remove rust; new swings will be purchased and installed.

Randolph Time Capsule Marker

A time capsule was placed at Stetson Hall back in 2011. The Cannon Committee would like to place a granite marker indicating its location and detailing when it should be opened. This location is fitting since there is a Civil War Monument and the date of opening the capsule is the 200th anniversary of the Civil War.

Randolph Theodore Luddington Memorial Park

This is the second phase of the project between the Turner Library and the Central Fire Station. This project promotes recreation activities for residents of all ages while enjoying outdoor open space. This phase will complete the work begun in phase one by enclosing and securing the antenna tower for the Fire Department, installing the game tables and benches along with the bike racks. Grass and native plants along with artwork and site rule signage will be added to round out the space.

Randolph Theodore Luddington Memorial Park

The Theodore Luddington Memorial Park is located between the Turner Free Library and the Randolph Central Fire Station. Some of the existing materials will be re-used and re-worked to create an ADA accessible walkway from Memorial Parkway to Turner Lane. This will enhance pedestrian safety and allow for the creation of a patio area with benches and table games for residents of all ages to enjoy.

Randolph Stetson Hall- Insulation Installation

Installation of insulation in the roof at the east end of Stetson Hall to fill an existing gap that allows snow and ice to melt off the main and porch roofs over the ramp/handicap access to the building, making it hazardous to visitors.

Randolph Stetson Hall Roof & Wood Repair

The contractor will locate the source of the leak on the roof/cupola; strip, repair (including replacement of any damaged wood), replace shingles and repair the damaged plaster in the balcony of the great Hall. This project includes identifying and repairing all locations where wood has rotted around exterior windows and doors and along the stairs/ramp at the east entrance.

Randolph Stetson Hall Improvements-Painting

Parts of Stetson Hall are in desperate need of painting. The building holds many functions attended by residents and is located in historic downtown Crawford Square. The project has been reviewed by the DPW Superintendent and Building Commissioner. They have recommended painting the front of the building, and minor repairs and painting of the back portion by the elevator. The painting contract will be reviewed by the Building Commissioner prior to the work being done.

Randolph Stetson Hall Improvements- Paving

The parking lot area at Stetson Hall is in dire need of repair. The building holds many functions attended by residents and needs to be repaired to ensure the safety of the public. The project has been reviewed by the DPW Superintendent and he recommended removal of the existing pavement, some leveling, repaving and lining and striping. The parking lot and handicap access have become safety concerns; the DPW Superintendent will be overseeing this project along with the Stetson Trustees and the CPC Committee.

Randolph Stetson Hall HVAC Renovation

This project will replace HVAC controllers at Stetson Hall. Honeywell Jace 8000 controllers will be installed, for the boiler and chiller, along with new thermostats, discharge air sensors, relays, status relays and establish a communications network. New programming schedules and graphics will be introduced. Costs include training to end users. This renovation will eliminate the frequent emergency repairs to the existing aged system and this upgrade will help control the climate at the Hall aiding in the preservation of the historic structure,

Randolph Stetson Hall Gutter Installation

Installation of historically appropriate copper gutters, brackets and downspouts to the main building, porch and addition at Stetson Hall. This funding will be used to apply for a matching grant from the State to reimburse the Town for up to 50% of the appropriation.

Randolph Stetson Hall Entrance Project

The east entrance at Stetson Hall is deteriorating and in need of new decking, walkway, steps and benches along with trim, framing and lattice. The Trustees will hire someone to remove and replace these areas with composite board decking and pressure treated lumber. The Historical Commission has approved the materials and colors.

Randolph Simon Fireman House Expansion

The Hebrew Senior Life Organization would like to expand their Simon Fireman Community here in Randolph. This project provides for a 45-unit wing addition that will provide long-term, deed-restricted, service enriched, affordable housing to income eligible senior residents; many from Randolph. This funding is only a portion of the funds needed to build the unit (total cost is $18,885,703) with the majority of funding coming from grants and loans from the federal and state government. A deed restriction will be put into place.

Randolph Signage- South Randolph and other areas

This project will add signage to some entrances near area parks and trail locations, denote parking, include wayfinding & other information such as rules. This project also includes funding for the DPW to maintain the signage and trails leading from those entrances. Locations may include, the Lokitis Conservation area in South Randolph, Powers Farm, the Blue Hills Entrance near the Donovan School, Reservoir Walk and the Old Colony Rail Trail.

Randolph Shared Housing Services

This project supports the Town's participation in a Shared Housing Services Organization (SHSO) to track, administer, support, and promote affordable housing. The Shared Housing Services Organization (SHSO) is a collaboration with seven other communities to augment existing staff capacity by providing the expertise and staffing needed to manage and monitor the affordable housing track on a continual basis. The SHSO would provide Monitoring Services to ensure and enforce compliance of existing affordable housing restrictions with the goal of preserving the affordable units, provide local support value-added responsibilities focusing on assisting specific projects and locally sponsored unit creation development and administration, and regional services which will provide training, workshops and referrals of resources to existing owners and renters by connecting them to programs and services available regionally.

Randolph Royal Stetson House Renovation

The project proposes to purchase Royal Stetson House, a National Historic Register eligible house, stabilize the structure from further deterioration, restore the historic building fabric, upgrade physical facilities, and prepare the National Register nomination. Restoration of the building is to be done with a combination of Federal and State preservation grants, and a preservation lease program. Restored house is to be either sold with preservation restriction, or continue to be leased in a maintenance or preservation lease program, with provisions for periodic historical tours of this historic house.

Randolph RICC- Outdoor Activities

The Town has had a demand for bocce and shuffleboard courts and other low-impact activities for residents of all ages. The location for the outdoor activities is on Pleasant Street near the Ice Rink, the Gazebo, Imagination Station, youth baseball and softball fields at the Randolph Intergenerational Community Center. A shuffleboard and two bocce courts along with four outdoor chess/gaming tables would provide social and recreational activities for users of all ages and abilities.

Randolph Restoration of the Soldiers and Sailors Monuments

The scope of the project is to remove the cannons and the statue off-site. The Soldier will be raised and inspected to see what, if any, repairs need to be made. These would be limited to filling any holes to prevent water from entering the Soldier, repairing the bayonet, and ensuring that the holes to re-secure the Soldier to the base are strong enough. The Soldier will not be “cleaned,” the patina of the bonze will be allowed to remain. The base of the Soldier will be inspected and the footings will be evaluated, repaired or replaced if required. The Granite will be re-pointed. The cannons will be cleaned up, but any natural patina will remain. The concrete bases and footings will be removed and discarded. New footings will be poured and new Granite mounts will be installed. The cannon balls will be cleaned up and any re-soldering that is required will be done. New footings will be poured. The trees bushes and grass on site will be removed and new plants and sod will be put in their place once the footings and mounts are in place. The area between the monument area and the stairs to Stetson Hall will be reworked to allow the installation of a memorial walk way, that any resident, company or family or group can participate in. The Granite base for the Soldier will have new anchor bolts put in, (existing ones are rotted through) and the Soldier, cannons, and cannon balls will be remounted in front of Historic Stetson Hall.

Randolph Reservoir Walk

As part of the Conservation Commission’s efforts to preserve and protect the Town’s natural resources and open space, this project will solve the current flooding of this section of the Reservoir Walk. The DPW will be utilized to assist the Conservation Commission in the installation of new culvert drain pipes and rip rap along with improved grading to eliminate soil erosion and sediment deposits.

Randolph Rent Property Purchase

The proposed improvements are a possible demolition of the home at 592 North Main Street to make way for a gravel parking lot that residents could use as the main access to Powers Farm and Norroway Pond. The property will be used for both active and passive recreation. The property is one of the most scenic landscapes in the region with an abundant amount of wildlife for residents to enjoy. The funding request includes fencing to create trails across the Rent and Powers property to Norroway Pond. In addition, the funds will be used for safety lighting, signage and permits.

Randolph RCMS/Young School Tennis Courts

The Town lost tennis courts that were converted to basketball courts and the existing courts located at the Middle School and the Young School have fallen in disrepair. This project will level out all surfaces, repair cracks and fill with an acrylic sealant at both locations. Courts will then be repainted, relined and poles holding the net will be repaired.

Randolph Randolph Veterans House

Father Bill’s & Mainspring House have chosen 26 Moulton Street as the location of a 10-unit Veterans Home in Randolph. The project would be in collaboration with the State and residents would have to meet federal and state criteria to qualify. Father Bill’s & Mainspring will own and operate the property consisting of 10 rental units, a shared laundry, common space and staff office. The property would help qualified veterans end their homelessness and acquire services.

Randolph Randolph Resiliency Fund

With the current climate and effects from the COVID-19 Global Pandemic hitting the residents of Randolph particularly hard, the Town partnered with the United Way, South Shore Stars, and NeighborWorks Housing Solutions to create the Randolph Resiliency Fund. This fund has been very helpful in assisting residents with their rent, utility payments and even food. Unfortunately, the number of those affected by the pandemic continues to grow and the need of assistance is in great demand. Due to constraints by the Community Preservation Act, all funding received will be earmarked for rental assistance only.

Randolph Randolph Playgrounds

To purchase and install playground and other recreational / fitness equipment at Powers Farm and other municipal / school properties. There is a significant need for playground equipment at the elementary schools for accreditation purposes. Any structure will be Americans with Disabilities Act Approved (ADA). This is a general article as the cost of appropriate equipment and installation can vary depending on the size and scope of each individual project.

Randolph Randolph Dog Park

The CPA funded the creation of the Randolph Dog Park back in 2011 and supported improvements/maintenance over the years. The dog park is in need of some fencing repairs and replacements around the perimeter and within the park itself. There are also some issues when it rains creating a need for regrading and the addition of stone by the stairs. Mulch and stone will be added throughout the park to replace that which has worn away over time. New waste stations are also needed due to damage in some cases and the popularity of the area.

The Friends of the Randolph Dog Park are seeking to enhance the foliage and create a natural buffer between the Dog Park and the neighbors on Ledge Hill Road. The funding will purchase 20 full-grown, White Pines that will be planted and maintained by the Friends of the Dog Park.

Randolph Randolph Dog Park

This project will assist in the development of Town-owned land into a dog park. The Conservation Commission supports use of a parcel for passive recreation and the creation of walking trails and fenced in area for off-leash use by dog owners. Development would include consideration for parking, water access, trails, fencing, etc. A committee has been developed and initiated fund-raising to support this development. The park will support multiple recreation uses of land currently owned by the Town and it will expand the range of recreational opportunities available to residents of all ages, providing scenic views that are not easily accessible for most residents and this would truly be a great addition to the amenities that are offered by the Town for the enjoyment of its citizens.

Randolph Powers Farm-Phase One

In 2009, the CPC and the Town funded the purchase of the Powers Farm for conservation and passive recreational purposes only and for the undisturbed enjoyment of open space by all residents. The property is a combination of fields, forest and wetland that have natural and scenic qualities. The purchase provides a vital connection and link between the Town’s pond and the proposed community park off of North Main Street. The Town Manager and Town Planner created a plan for Powers Farm, using information from the UMASS study. The Phase One funding will begin the creation of a community park area. The first phase will consist of creating parking, restroom facilities, picnic pavilions, barbecue areas, walking trail and benches around the pond, a small swing set area and open lawn areas for toss, frisbee, kite flying and soccer. The preserved land will be a great open space for the residents to get together and enjoy outdoor activities. Whereas this request would start the process to make this land accessible and useable for residents creating a positive impact on present and future generations of our Town by creating walking trails, a community garden, picnic pavilions, and other endless potential uses, we are excited to endorse this project funding. Also, the picnic pavilions and barbecue area will be available for rent by permit and these revenues will be used to support the upkeep and future development. This will be an ongoing project for the CPC and the Town. It will be enjoyed for generations to come.

Randolph Powers Farm- Phase Two

This phase of the project will incorporate the recommendations outlined in the conceptual master plan including: Provide additional points of access to the property; Install permanent restroom facilities; Develop and install trail signage; Improve trail surfacing and provide additional trails; Provide improved access to Norroway Pond; Repair and reuse existing cottages/sheds at Norroway Pond; and Develop agricultural uses that support community needs. Additionally, it will address recommendations for immediate repairs and property management to ensure protection of the existing ecosystems while allowing for public use and enjoyment including: general vegetation control; pond vegetation and shore management; dam repairs; vegetated screening. The Town is applying for grant assistance through the Mass. Cultural Council to repair and repurpose the two cottages and surrounding area

Randolph Powers Farm- Phase Two

Phase Two should begin next summer/fall, and could include a community garden, extension of the walking path, permitting and remediation of Norroway Pond, among other potential uses. This funding will be utilized to secure design and development services to proceed with Phase II. The first phase of the development of Powers Farm will begin this summer, it is important that planning and design of Phase Two begin shortly, so that it can be designed and placed for bid by next fall.

Randolph Powers Farm Pond Hydro-raking

Hydro-raking the pond at Powers Farm will restore the depth through the removal of plan material and organic matter, will also increase available open water habitat for aquatic wildlife. Hydro-raking can remove up to a half acre of vegetation and the first six inches of organic debris per day on average. The hydro-raking would take place in the fall and is expected to take about 10 days.

Randolph Powers Farm

The Powers Farm proposed land purchase is an active farm that abuts Norroway Pond (town property) to the west which is an 8.21 acre site. The Powers Farm would provide a vital connection and link between the town’s pond and the proposed community park off of North Main Street. Powers Farm is a combination of fields, forest and wetland. The property has natural and scenic qualities and its highest value is the view looking east to west where wonderful sunsets can be seen with unspoiled views of the woodland that abuts the town pond. The Powers land purchase would expand the amount of contiguous open space already protected. The town pond sits on an 8.21 acre site which is linked to 24 acres across Grove Street to the south. After all the properties are assembled the town will have 41 acres of contiguous protected open space. The Powers Farm land purchase in conjunction with the 2.7 acre site adjacent to Powers Farm is an exciting land protection opportunity that when all said and done could protect 71 contiguous acres of open space.

Powers Farm is a unique farm because the property is used for hay, raising farm animals (goats and cows) that use the fields to graze. Mr. Powers sell’s goats, beef and eggs, he will retain the farmhouse, barns and some fields in order to continue his farming operation. A portion of the fields will be fenced into corrals to prevent people from disturbing the animals while they are grazing but at the same time allow people to observe the farm animals.

This project meets all six goals of the Open Space & Recreation Plan. Specifically, it will protect existing open space lands and acquire new lands that safeguard Randolph’s natural resources and provide active and passive recreational opportunities. It will also expand the amount of contiguous open space. The project will provide necessary links between the town pond and a town park and provide public access to conservation and recreational facilities for all citizens.
