Amherst Town of Amherst – Conservation Land Improvements & Rehabilitation

This funding would only be used on land purchased using CPA monies: Epstein property, Muddy Brook, Wentworth Farm (southern portion), Stowes Stosz property, and Fort River Farm. The original proposal requested $50,000, however do to an abundance of needs this year, the Committee voted to appropriate only $10,000.

Amherst Town of Amherst – Szala Property Acquisition

seeks to acquire approximately 25 acres between Route 116 and the Hadley town line. This land would provide an opportunity for a trail connection between two existing conservation areas, while the eastern portion of the site could continue as active farmland or be used for a community garden. An intermittent stream, part of a larger wildlife corridor running from Leverett to the Mill River, runs north to south through the middle of this property.

Amherst Town of Amherst- Groff Park Modernization

seeks to complete the construction of improvements to Groff Park. Previous CPA appropriations have funded the park design, purchase of playground and splash park equipment, and construction and installation of the park. This final $110,000 will provide a contingency in case of differing site conditions or other cost overruns; the initial contingency is lower than expected due to higher than expected construction bids. Construction at the park has already begun.

Amherst Town of Amherst - Hickory Ridge Property Acquisition

seeks to acquire portions of the land formerly used as the Hickory Ridge Golf Course on West Pomeroy Lane in South Amherst. The Fort River meanders through the middle of this property, and is one of the highest conservation priorities of the Town, which has spent decades protecting acres of land along its banks and watershed. This is an incredible opportunity to permanently protect over 1.4 miles of the Fort River and its floodplain.

Amherst Town of Amherst – Keet Haskins Property Acquisition

seeks to protect approximately 49 acres of land between Market Hill Road and East Leverett Road along Cushman Brook in North Amherst. This property is one of the largest blocks of undeveloped land in Amherst, and is a significant natural resource in the Cushman Brook riparian corridor, and would become part of a continuous, almost two-mile corridor of protected land along Cushman Brook and the Mill River. Amherst Town of Amherst – Mill River Recreation Area

proposal seeks $25,000 to develop a better design for a revitalized site in anticipation of the Town reapplying for a PARC grant this July. This design would be for a comprehensive rework of the play areas and incorporate new amenities needed by the community, rather than the piecemeal approach undertaken previously. Mill River is the most widely used park in Town, offering tennis, basketball, swimming, baseball, and playgrounds, as well as serving as the gateway to the Puffer’s Pond-Mill River greenway.

Amherst Housing Stabilization Program

This proposal seeks funds to provide three housing vouchers to chronically homeless Amherst residents over a three year period. The Housing Stabilization Program is designed for Amherst residents who have been chronically homeless for at least a year and have serious disabling conditions such that supportive housing services are required in order for them to remain housed. The goal of the program is for self-sufficiency.

Amherst Amherst Dog Park

This proposal seeks funds to build a Dog Park. The original proposal was for $200,000 and included a possible property purchase. Since submitting the application the Task Force has identified Town owned land, an approx. 1.5 acre parcel at the old landfill along Old Belchertown Rd. The request funds a DEP reuse study, surveys and a 10% grant match as the park will likely be built utilizing a Stanton Foundation Grant that will pay 90% of the construction costs.

Amherst First Time Home Buyer Assistance Program

This proposal seeks funds to acquire the land on which two low or middle income (LMI) first time home buyers will be able to buy homes in Amherst. ACLT will work with two LMI qualified buyers who meet credit worthiness and home ownership readiness standards to select and purchase houses in Amherst. By owning the land beneath the houses in perpetuity, ACLT will assure that the two properties always remain eligible for the Subsidized Housing Inventory.

This proposal seeks funds to resurface and refurbish the basketball courts at Mill River Recreation Area. The two courts are in extremely poor condition. The surface needs to be replaced, treated and sealed. Courts need to be relined and painted. Hoops structures are unstable and need to be removed, stabilized and reset in their foundations. All 4 backboards need to be replaced and finally, two new 8’ hoops will be installed to encourage more children and youth to utilize the facility. The improvements are part of an ongoing effort to modernize Mill River Recreation Area. Last year a $50,000 appropriation was given but will not be sufficient as it was discovered the entire subsurface will need to be replaced in order to complete the job properly and make the courts last.

Amherst Amherst Baseball Inc. - Mill River Field Reconstruction and Improvements

This proposal seeks funds to complete the reconstruction of two baseball fields at Mill River. The reconstruction project went well but previously appropriated funds were not enough to complete the project. These funds specifically seek to install the second shade structure on field #1 over the dug outs, remove and replace two unsafe batting cages, and install an irrigation system for the maintenance of the fields.

Amherst Town of Amherst- Groff Park Modernization

This proposal seeks funding to rehabilitate Groff Park with a new spray park, pavilion, playground and accessibility improvements. This funding would be directed toward the playground and pavilion and general amenities. The Town is seeking to fund the complete restoration as one construction project for efficiency and cost reasons. Groff Park is one of the most widely used recreation areas in Town. The park offers formal recreation fields, concession area with bathrooms, hiking trails, open space for passive recreation, wading pool, playground and picnic areas with grills. The park is used year round for organized activities as well as passive recreation. This project will make the spray park, playground and new pavilion fully accessible to serve a diverse population and range of users

Amherst Jones Library Historic Structures Report

This proposal seeks funds to complete a historic structures report for the Jones Library building. It will serve several important purposes: Provide a fundamental and comprehensive assessment of the library building and its history that is currently lacking. Help to inform and guide final designs of the Jones Library expansion plans, by providing an objective framework of professionally-developed information about the building’s historic fabric. Document the extent and nature of changes that the library building has undergone since its opening in 1928.

Amherst Jewish Community of Amherst – Steeple Restoration

This proposal seeks funds to complete a full repair and historical restoration of the steeple, including straightening the lean. In August 2014 the steeple was struck by lightning causing significant damage to its exterior. The building that houses the Jewish Community of Amherst (JCA) was purchased from the Second Congregational Church in 1976. Their Greek-Revival style second meeting house, now the JCA sanctuary was completed in 1839. This restoration respects and enhances the value of the steeple as a basic element of the visual icon that the building has been for almost two centuries

Amherst Town of Amherst- Mill River Pool Filter and Pumps

This proposal seeks funds for the replacement of the filter system, pumps and associated plumbing at the pool and wading pool at the Mill River Recreation Area. This equipment is original from the early 1970’s and is failing (at least one sand filter has already failed, resulting in increased maintenance). This equipment is outside the pool and will not impact the pool or deck.

Amherst Town of Amherst Community Field & Regional School Master Plan

This proposal seeks funding for the development of a strategic master plan focusing on Community Field and the Regional Schools (High School and Middle School) in the Town Center. Funding would be used for architectural and engineering services to conduct existing conditions evaluations, program demand assessment and development of a strategic plan with associated designs and cost estimates. The Amherst Regional Schools have already budgeted $30,000 in addition to the $50,000 CPA funding.

Amherst Town of Amherst- Modernization of Groff Park

Request for CPA funds for improvements to help modernize Groff Park and make it more user friendly. Town staff worked with Berkshire Design Group to develop preliminary cost estimates to construct a new splash park, playground and pavilion at Groff Park and complete capital improvements to the existing pavilion. The project cost for the modernization project-spray park, playground and pavilion- is approximately $1m. At this time, the priority is to remove the wading pool and replace it with a spray park, add an accessible pathway to this amenity and make improvements to the existing pavilion with a new roof and structural supports. The Town is applying for CPA funds for design of the modernization project, construction of the spray park and associated amenities and a PARC Grant will be submitted in July 2016 to implement the new playground and pavilion. The Town’s DPW will provide in-kind contribution of labor and water and electrical work and will help oversee the project. The CPA request is necessary to complete the update of the spray park whether or not the Town receives a PARC Grant because the wading pool is failing.

Amherst North Amherst Field Rehab

This proposal intends to create a safe and usable field with minimal improvements--parking and player safety fencing. While historically this small recreation area functioned as an informal baseball practice field, today’s recreation needs are trending toward multipurpose field uses and include lacrosse, ultimate, soccer and other programs that do not require a field diamond. With the addition of an updated movable backstop, informal baseball practice could continue at this location along with greatly expanded uses. The small size of the parcel makes it ideal for youth play. The field abuts Sunderland Road and requires safety fencing in order to protect all players from following a stray ball into vehicular traffic. An informal TRG (trap rock gravel) parking area would eliminate the need for families to cross Sunderland Road to reach the site and allow more and safer access. The few parking spaces connected to the site primarily serve the building occupants and are away from the field on the south side of the school building.

Amherst Cook Fountain

The Town of Amherst is proposing to use CPA funds for the Enos Cook Memorial Fountain in Sweetser Park. This fountain was designed by the Olmstead Brothers and constructed in 1910. A consultant with experience in construction and repair of stone fountains and memorials would be hired to: 1) Perform an assessment and engineering study of the Enos Cook Memorial Fountain in Sweetser Park, 2) Prepare a scope of work and bid specifications for restoration of the Fountain, and 3) Design and construct a cover to preserve and protect the Fountain during the winter. An inspection of the Fountain has found increasing deterioration of the upper stone bowl, deterioration of the piping in the Fountain, and caulking and mortar issues in many of the stones.

Amherst Amherst Historical Society, Strong House Archaeology Survey

The Strong House property is a long-occupied and heavily utilized site that has a high potential for containing archaeological evidence about the history of the house. The lot is at the center of the remains of a much larger farm and almost certainly contains archaeological evidence for a wide range of agricultural and domestic work activities, structures and artifacts. Any new activities on the property that might significantly disturb the ground (utility work, new construction, new walkways, tree removal, new planting beds and so forth) should take into consideration the potential for disturbing or destroying archaeological remains from the historic use of the property. Archaeology should be employed, as necessary, in a planned and systematic way to protect and document evidence for the history of the site that lies buried beneath its current ground surface. The Strong House Archaeological Study will provide an opportunity for students to work along with the professionals on this project.

Amherst Conservation of Emily Dickinson Dress and storage equipment,

Restoration of Emily Dickinson’s dress and purchase of appropriate storage equipment are necessary steps to preserve Amherst’s history. These steps are the implementation phase of a multi-year effort by the Society to catalogue artifacts and determine priorities for preservation. This phase of implementation also makes it feasible for the Society to remain in the historic Simeon Strong House, a landmark in the downtown that still retains much of its original character. The Commission is fully aware that even after preservation, some of the artifacts will have limited availability for public viewing, but this is standard practice to prevent further deterioration of material.

Amherst Mill River Recreation Area,

In the summer of 2012 changes to the Community Preservation Act known as “An Act to Sustain Community Preservation” was signed into law. This amendment allows for a definition of “rehabilitation” that includes “capital improvements” and permits funding for improvements with CPA funds. These funds will replace fencing around the pool, repair a water line, add shade structures and update lifeguard chairs.

Amherst Amherst Historical Society Database

– Creation of an electronic database is an integral step in the preservation of the Town’s history, allowing the Society to properly catalogue each artifact, assess its condition, and determine the best method for storage and restoration. This project builds on the study by Marianne Curling, Consulting Curator, which was supported in part by previously awarded CPA funds.

The collection, consisting of over 5,000 historic objects, is currently exhibited and stored in some 15 rooms in the Simeon Strong House, with another portion, mostly papers, photographs and paintings, held securely at the Jones Library. Unfortunately no complete list enumerating each acquisition was ever maintained—there are numerous sets of records that partially inventory the collection. However, they are in a number of formats, both paper and electronic, and cannot be easily compared or checked by location. The master database created under CPA funding will include basic descriptions, accession numbers, location, digital images tied to unique document numbers, and other data, such as the object provenance including the donor name and date of acquisition. Creating a searchable electronic data base will also provide the Society and the community with an essential tool for years hereafter. A searchable index will also simplify curating future exhibits and improve the educational efforts of the Society.

Amherst Amherst Historical Society & Museum Structural & Feasibility Study

Currently, the Historical Society is housed in the Strong House, which is not insulated or equipped with climate control to preserve the 1,500 plus artifacts stored onsite, and does not have the structural integrity to allow visitors on the second floor (only one or two staff people are allowed in the same room due to inadequate structural loading of the house).
The project is the first step necessary to preserve and possibly expand the Society’s collection. The study is to determine:

• The structural integrity of the Strong house, as well as its ability to withstand the impacts of any improvements—a rear addition, foundation work, etc.
• The size, configuration and cost of a climate-controlled storage facility for the collection.
• Construction cost estimates, including the ability of the Historical Society to fundraise.

Amherst Amherst History Museum Rehabilitation

– The Amherst Historical Society and Museum is requesting funds for three improvement projects on the Strong House; repairs to the slate roof on the west back ell, electrical updates and rewiring, and window frame repair and UV protection. The Strong House, built by Nehemiah Strong in the 1750’s was given to the Amherst Historical Society in 1903, and is home to the Amherst History Museum. The Society is responsible for the preservation of the Strong House and the safety of thousands of artifacts that reflect Amherst’s rich cultural past.

Amherst Historic Signs

These funds would be used to develop, design and install signs comprising a Writers’ Walk tour of historic buildings associated with writers of national or international importance in Amherst, including but not limited to, Robert Frost, Emily Dickinson, Robert Francis, Noah Webster, Helen Hunt Jackson, Eugene Field, Howard and Lillian Garis, Ray Stannard Baker (“David Grayson”), Mary Heaton Vorse, and others. Many, but not all of these signs would be located in and around downtown Amherst. The signs would be set in the public way, would identify each site and its historic importance, and would provide information on existing regulations and other methods for protecting the buildings and sites. Almost all of the buildings and sites are contributing structures in existing National Historic Register Districts. To reduce costs, this project would be ‘bundled’ with other sign projects already under development.
