Salem Salem Community Gardens: Splaine Park

Substantially restore Splaine Park Community Garden. There are many boxes that are rotted and unusable, as well as invasive species and weeds that need to be cut back and pathways that need to be cleared. We plan to increase the number of ADA accessible garden plots from 2 to 12 or more. We also plan to recognize indigenous history and presence in the area, through plantings and signage, in close coordination with representatives from the Massachusetts and Wampanoag tribes. After the project is completed, the Splaine garden will support more gardeners, including senior gardeners and those with disabilities, produce more food and be more aesthetically pleasing, rodent-free and easy to maintain.

Scituate MORDECAI LINCOLN PROPERTY

Purchase of the Mordecai Lincoln Homestead and Mill Complex for historic preservation, open space and recreational uses for the residents and visitors. The complex consists of four buildings: the Mordecai Lincoln home (built in 1695), a second house built in 1850, the mill building and a shed. The buildings reside on 5.6 acres of land abutting the Gulf (also spelled Gulph) River in North Scituate. The property will be owned by the Town similar to other historic properties. A conservation restriction would be held by Wildland Trust on this property preserving it forever This is one of the most significant, unprotected historical properties in Scituate. The main house was home to Mordecai Lincoln, President Lincoln’s great, great, great grandfather. Mordecai is the son of Samuel Lincoln, the first Lincoln to settle in America. The site is the early boundary line between Plymouth and Massachusetts Bay colonies. The actual marking stones of the boundary are located next to and under the Mill. The Mordecai Lincoln neighborhood is identified as an eligible National Register Historic District.

Scituate PJ STEVERMAN SKATE PARK

The P.J. Steverman Skate Park was gifted to town in 1996 by the Steverman family. Since then the family and the Friends of Scituate Recreation (FOSR) have maintained the park and provided funds to do so. This heavily used facility requires major rehabilitation including a new surface and side boards. The Steverman family will continue to provide goal nets, bench repairs and plaques as they have in the past. In addition, the FOSR is donating $10,000 to the town specifically for maintenance of the rink. A separate fund will be set up within the town to hold and use that money for rink maintenance. This type of donation will be a model for future CPC projects where maintenance monies are needed for a facility.

Acton East Acton Village Green

Implementation of the East Acton Village Green at the corner of Concord Road and Great Road on the Bruce Freeman Rail Trail. Previous CPA funding for this project was tabled due to the imminent construction of the Bruce Freeman Rail Trail. The rail trail is now completed. The site is owned by the Town. This parcel is the site of the former railroad depot at the heart of historic East Acton Village, formerly also knows as Ellsworth Village, which was once the hub of a vibrant community with Ice House Pond. Blocks of ice were cut and shipped by wagon and railroad to insulated clipper ships in Boston. The project scope includes clearing and landscaping of the site; installation of a walkway, benches, and accessible picnic table; installation of historic educational panels and a kiosk.

Millis Memorial Field Improvements

The Memorial softball/baseball fields and perimeter fencing pose significant safety risks for use. This project will replace backstops, dugout and perimeter fencing that are inadequate to current standards and in disrepair. It will also include regrading of the playing surfaces which have become uneven to the extent that the surface adversely affects the use of the fields. This project will rehabilitate the Memorial fields to make them more functional for their intended recreation use.

Newburyport Artichoke River Woods Watershed Land Conservaiton Project

The Artichoke River Woods Watershed Land Conservation project will protect 38 acres of pristine woodland adjacent to Newburyport’s Artichoke Reservoir drinking water supply. This CPA grant application is to support purchase of a Conservation Restriction. This watershed land conservation project is a partnership of the City of Newburyport, the Essex County Greenbelt Association, the Town of West Newbury, and the Massachusetts Department of Conservation and Recreation. The property will be preserved in perpetuity with a Conservation Restriction co-held by the City of Newburyport, The Town of West Newbury, and MA DCR, and the restricted fee simple interest will be owned by Greenbelt. The cost of the acquiring the property will be shared as following – EOEEA Drinking Water Supply Protection Grant ($300,000), West Newbury Community Preservation Committee ($175,000), MA DCR ($175,000), Greenbelt ($145,071 and transaction costs) and City of Newburyport CPA ($225,000). The City owns adjacent watershed land in West Newbury. The CPC recommends an appropriation to the City of Newburyport for the proposed Artichoke River Woods Watershed Land Conservation Project in the amount of $225,000 be funded with the Open Space Reserve Account. Amendment: All other funding sources approved and council review and approval of P &S, CR, Deed, etc.
