Newburyport Bartlet Mall Renovation- Northwest Corner Improvements

Project Summary: The Bartlet Mall Park Restoration project is a phased project that will restore, preserve and protect the historic integrity of Bartlet Mall according to the original plans of landscape architect Charles Eliot. The portions of work which currently make up this funding request are indicated in the list below: - Restoring the historic driveway access to Frog Pond from Auburn Street; - Returning the pedestrian promenade with trees extending the promenade to Auburn Street; - Renovating the play area (today’s renovation of the playground located there will create a fully inclusive recreational space); - Finishing construction begun in 1887 by the Mall Improvement Association to form steep slopes at the northwest corner of the park to support a raised recreational area.

Northfield Calvin Swan Homestead Restoration

$1290 to refurbish the cellar hole and well runoff area at the Calvin Swan Homestead, to repair the extensive wet seepage area in the trail that circles behind the cellar holes, and to redirect water from eroding the nearby road. Calvin Swan was a noted freeborn African-American carpenter and sawmill owner in Northfield. The remains of his homestead are part of the Brush Mountain Conservation Area and is accessible by an old logging road (the original path of the MM Trail) from the parking area on Gulf Road.

Northfield First Parish Church Steeple Painting

$14,000 to paint the Steeple of the First Parish Church. This project was determined to meet CPA Historical qualifications because the Town Clock is housed within this steeple and the church is included in the Northfield Main Street Historic District designated by the National Park Service’s National Register of Historic Places. The steeple suffered serious weather damage this past winter and after these repairs have happened will be in need of repainting.

Westport Housing Assistance Office (HAO)

Staffed by a part-time Housing Specialist and Clerk, the HAO administrates, manages and develops the Trust's projects. Housing assistance & guidance are available to the public; community workshops and outreach material; lottery agent and legal advertising; Trust's legal expenses; financial audit. The HAO supported land acquisition, pre-development (Project #3). The Trust, using CPA funds, developed, managed and marketed the Housing Rehabilitation Program (CRE-HAB). Grants for CRE-HUB are funded with non-CPA funds, secured by the Trust. During FY21 rehab work was ongoing on two homes. Various applications were received. The Trust's Housing Opportunity Purchase Program (HOPP), Project #2, created another affordable home through this program on July 2021. The HAO assisted the Trust evaluation and submitting an offer for the acquisition of a parcel of land for the development of housing.
