This proposal seeks funds for a part-time non-benefited staff person to support the Amherst Municipal Affordable Housing Trust (AMAHT). This position would help with operations and administrative duties of the Trust as well as work proactively to generate affordable housing projects in accordance with the Trust’s recently completed strategic plan. It would also begin to help the Trust with fundraising efforts and coordinate activities with local agencies.

For the purpose of funding an affordable housing retention program to protect affordable housing units by creating permanent deed restrictions. The original appropriation in April 2008 was in the amount of $170,000. The CPC recommended at the April 2010 Town Meeting that the Town transfer $129,383 from the Retention Fund to the Development Fund. Therefore, the net of this appropriation to the Retention Fund is $40,617

Funds to be used towards a short term rental assistance program

Funds granted to the City of Newburyport to support the Newburyport Housing Rehabilitation Program, collaboratively managed by the Building Department and the Office of Planning & Community Development. This appropriation is made with a condition that any rebates or refunds received back from the Housing Rehabilitation Program grantees resulting from the application of existing CDBG policies, shall be returned to the Community Preservation Affordable Housing Reserve Fund.

Continuation of the Newburyport Housing Rehabilitation Program, which provides technical and financial assistance to bring properties that house income-eligble households up to current State and Federal codes.
