Acton 18 Windsor Ave Exterior Repairs and Paint

18 Windsor Ave is on the Massachusetts State Register of Historic Places and located within the West Acton Historic District. The existing fire escape causes rain water to splash onto the south side of the building, generating decay of the exterior siding. The funds will be used to repair the exterior siding, and repaint and install gutters to prevent moisture damage to the exterior siding.

This project proposes to appropriate $65,000 from the Historic Resources Reserve for installation of a highly efficient electric heat pump HVAC system which will serve the first and second floors as well as other weatherization measures throughout the entire building as identified in an energy audit conducted by the Center for EcoTechnology (CET) on December 13, 2022. Installation of these systems will assist in the preservation of this historic structure through improved temperature and humidity control.

Belmont 1853 Homer House Rehabilitation and Restoration

Address high-priority preservation and rehabilitation needs of the 1853 William Flagg Homer House as described in the professional Building Survey and Investigation (funded by Town Meeting, through CPA, in 2013), and as necessary to follow the Winter 2014 emergency work (funded by the Belmont Woman's Club and the Belmont Savings Bank) that involved the temporary stabilization/netting of the House's cupola for public safety. As of 6-30-16 a vendor has been selected to draft construction documents and to perform contract administration services.

Belmont 1853 Homer House Window Restoration Project

The goal is to restore the windows in the historic William Flagg Homer House located in the Pleasant Street Historic District at 661 Pleasant Street. William Flagg Homer was the uncle of famed American artist Winslow Homer, whose artwork includes many pieces depicting scenes in and around Belmont, including the Homer House. The BWC rescued the House from destruction in 1927, and its members have donated their time and resources ever since to preserve the Homer House for future generations. Nearly all the windows in the Homer House are inoperable, as well as inefficient and dangerous. Most are original to the house and have never been repaired. Many have broken panes of glass, deteriorating wood frames, and loose glazing. All of these problems diminish the value of the House, and pose a risk of harm to the public. In addition, the fact that the windows are inoperable means fresh air does not circulate, which increases the risk of mold, and negatively affects air quality in the House. Further, many of the windows have deteriorated to a point where they have large gaps between the glass and the frames, which significantly affects heating costs during the cold weather. The BWC is an all-volunteer 501(c)(3) charitable organization whose members donate time and resources to maintain the Homer House. Membership fees alone are inadequate to cover ordinary annual expenses, so the BWC regularly rents the Homer House for functions, which provides important additional assets that are used to pay expenses. The dangerous condition of the windows poses concerns for visitors, and deters renters from selecting the Homer House as the location for their function, especially when children are involved. The window restoration project will restore glass, sashes, frames, glazing and hardware to make the windows more energy efficient and safe. It will also involved restoration of three stained glass windows, and exterior broken mouldings around several windows.

Scituate 1924 WHITE FIRE TRUCK RESTORATION

Restoration of a nearly 100-year-old fire truck once owned by the Town of Scituate. The Scituate Antique Fire Engine Restoration Group located a 1924 White Fire Truck that was the first motorized fire truck owned by Scituate. Confirmation is based on a) the gold lettering of Scituate and the Number 4 visible on the fire truck; b) the fire truck’s data plate information was sent to the Vintage White Truck Association in California, and the organization verified that this fire truck was purchased by the Town of Scituate; and c) the Group was provided a Commonwealth of MA Certification of Title for the fire truck. It will be made available to the public for viewing and use in parades, exhibits, and events for the Town. The Scituate Historical Society also committed a $5,000 donation toward the restoration costs.

This community housing project produced nine units of affordable housing in the historic church and former nursery school building at the corner of Westminster and Lowell Streets. The units include one studio, five one-bedroom units, two two-bedroom units, and one three-bedroom unit. Three of the units will be reserved for the homeless, two of which for disabled applicants with incomes at or below 30% Area Median Income (AMI). One unit will have a preference for a homeless or disabled veteran with an income at or below 30% AMI. The remaining five units will be reserved for applicants with incomes at or below 60% AMI. The HCA will be working with the Somerville Homeless Coalition to provide services for the occupants of the building. All units are deeded affordable in perpetuity and count towards Arlington’s affordable housing inventory. HCA purchased the property in 2014. CPA funds were used for construction costs only.
