Planning and design for reconstruction of park

To pay for all costs incidental and related to the installation of a spray park to be located at Whalley Park, Assessors Map 090 Parcel 014. Warrant Article 22

Consists of 4 parcels. ARTICLE 1. To see if the Town will vote to acquire by gift, purchase or otherwise the property known as Whalley Park from John H. Whalley, 3rd and Kathy A. Whalley which shall be owned by the Town of Southwick, as Trustee, in trust for the benefit of the Inhabitants of the Town of Southwick; the property to be subject to a permanent deed restriction limiting the use of the property to the purposes for which it is acquired; and a portion of the property referred to as Restricted Areas to be subject to protection and use provisions consistent with and similar to the provisions of Sections 31-33 of Chapter 184 of the General Laws and in compliance with the Massachusetts Wetlands Protection Act; and to authorize the Board of Selectmen on behalf of the Town of Southwick as Trustee to execute any and all documents necessary to effectuate such a restriction on the Restricted Areas in a form and manner consistent with the General Laws of the Commonwealth of Massachusetts. And further to see if the Town will vote to appropriate the sum of Ten ($10.00) Dollars from the FY2013 Community Preservation General Unreserved Fund for the purpose of acquiring said property. The property known as Whalley Park is more particularly bounded and described as follows, and is to be conveyed subject to the following trusts and restrictions

Restoration of the tromp l'oeil mural in the Old Whaling Church

Capital improvement by installing a new heating system in the historic Whaling Church. The Whaling Church is in the Historic District and on the Register of Historic Places. It is owned by the MV Preservation Trust and used for many concerts, lectures, weddings, recitals, and all town meetings.

Special Town Meeting Vote - Additional funds for the Whaling Church Clocktower Project. Condition worse than originally thought.

Restoration of Historic Items and capital improvements to the park housing them.

Reimbursement for 10% of construction of new playground at Waltham Housing Authority (WHA) Apartments at 42 Prospect Hill Rd. This project was completed in August 2014, FY 2015

Weymouth Housing Authority replacement of some of the windows for the senior housing

Purchase in fee simple 49.5 acres known as the Weweantic 1Corridor Project and to secure conservation restriction on said property.

(1) Fund environmental assessment to study possible acquisition of 1.7 acres of upland and 5.0 acres of wetland @ intersection of Turner and Dean Streets, adjacent to Charles River -
(2) Mr. Braun withdrew his offer to sell the property in November, 2011; $2819 was owed for that part of the environmental assessment that had already been performed. Payment of this amount approved by the CPC on March 1, 2012

Construction of a wetland trail and observation platform

Design plans to cross wetlands at 0 Wilson Street to access recreational lands

Design and construction of a distressed lot to create a commercial and community urban farm at Westville Urban Farm. The project includes the growing beds, water hookups, fences, a shed, storm water systems, and other infrastructure improvements.

This represents the final push to get the playing fields finished and safe to use. Fencing will be installed on the fields along the first and third baselines to allow for the safety of spectators. Fencing will also be installed around all dugout areas to protect the players. .

The project proposal is vital to the preservation of the north el and associated north outbuildings of the Historic Westport Town Farm located at 830 Drift Road. While the main house, barn several outbuildings and 40 acres are maintained by the Trustees of Reservations, the North el and several adjacent outbuilding are the responsibility of the Town and administered by the Westport Historical Commission. The funds requested are for critical repairs and will help guarantee the continued preservation of these important structures. The CPA funds, if approved, will help restore and/or replace the east and west eave soffit, fascia and gutters. Stabilize screen/storm door by removing deteriorated paint and making door water tight. Re-shingle outhouse sidewalls and roof, replacing trim, re-paint carriage shed and tin roof and replace existing gas hot water heater.

Additional funding for the historic Westport River Dredging Project.

Establishing the historic elements of the properties, the town landing, docks and bridge approach area. Set boundary markers and make site plan.

For restoration work at the Westport Point Methodist Church

Provide signage to protect the historic burial grounds in Westport.

Extension of the Quequechan River Rail Trail to the Westport Town Line. The funds include construction and materials for this five hundred plus foot extension. Also included is the amount of $605 for a deed restriction and filing fee.

For the marking of road signs identifying historic locations in town and outlining their significance.

This project includes funds transferred to the Affordable Housing Trust for community housing projects: housing assistance office, small scale development, homebuyer program and CRE-HAB program. These funds were transferred to the Affordable Housing Trust. Projects completed under this appropriation will be reported.
