HCA plans to rehabilitate the project into three individual units, consisting of 1 two-bedroom townhouse unit, and 2 one-bedroom units. The intended goals of the acquisition and redevelopment of the Kimball Farmer House are to add three additional units to the deed restricted affordable housing stock in Arlington, to restore a historic house built by one of Arlingtonâs founding families, to adhere to, and support the goals of the Arlington Master Plan, and to increase the number of residential wheel chair accessible rental units in the Town. This property is covered by a Housing Restriction created in early 2016 and which is held by the Town of Arlington and North Suburban Consortium. |

Arlington Housing Authority will use CPA funds for the preservation of community housing, specifically, to be applied to the window replacement work at the Hauser Building which is part of the larger Drake Village preservation project. Arlington Housing Authority was awarded partial funding from the Department of Housing and Community Developmentâs High Leverage Asset Preservation Program (HILAPP) to make Drake Village and the Hauser Building a service-enriched, accessible senior campus. DHCD has requested that AHA concentrate on the replacement of the windows in the Hauser Building due to the fact that they are leaking and causing damage to the interior of the building. CPA funds enable AHA to leverage the HILAPP program to cover the full cost of the window replacement project. The Conservation Commission will perform a feasibility study and detailed survey associated with the preservation of four Town-owned parcels of badly eroded shoreline along Spy Pond. Spy Pond is a 103-acre kettle-hole pond located in the Mystic River Watershed. The Town-owned parcels that have been identified as needing preservation and long term protection include the Spy Pond Park Shoreline, the Scannell Field Shoreline, the Arlington Boys and Girls Club Shoreline, and Spring Valley Street Shoreline. Shoreline erosion in these areas has resulted from high recreational pressure, storm water inputs from overland flow, and wave/ice action. |

Arlington | Whittemore-Robbins Carriage House |
This project addresses the immediate structural issues of the Carriage House and preserves the historic building, which is an original part of Whittemore-Robbins estate, created in the early mid-nineteenth century. The current use of the Carriage House is for storage that supports the rental functions of the Whitttemore-Robbins house. The goal of the funding request for the Whittemore-Robbins Carriage House is to repair deterioration and rehabilitate the historic building. The Carriage House is listed on the Massachusetts Historical Commissionâs Inventory of historic assets of the Commonwealth and on the National Register of Historic Places. Historical Preservation Restriction Note: The previous Historical Preservation Restriction was created in 1983 and was held by the Town of Arlington, and the MA Historical Commission. |

The Parks and Recreation Department will provide capital improvements to rehabilitate the Robbins Farm Park baseball field with irrigation, drainage improvements and associated amenities. Plans include an upgraded multi-purpose/sports field with new grass turf, drainage and irrigation, and a new multi-use sport/basketball court. Improvements will also include ADA access for the entire Robbins Farm Park site, and upgraded Robbins Farm co-operative/community gardens to provide ADA compliance. The barn at the Old Schwamb Mill is a historically important outbuilding in the complex. It predates the Mill itself and was a key part of the Schwamb manufactory for over a century. The Barn is part of the Old Schwamb Mill public tour, featuring exhibits about the machines and power systems that were part of early industrial development along Arlingtonâs Mill Brook. The project will replace the wood shingle roof and trim on the Barn. |

Arlington | Whittemore Park Revitalization Study |
This project will plan for the revitalization of the Townâs Common next to the Dallin Museum. The park is currently underutilized and will benefit from a comprehensive review of the physical grounds, its role as a congregational space, and its history. Initial ideas for improving the space came from the overall MassDOT work for Massachusetts Avenue, which called attention to its role in the public space improvements along the corridor. This study will build on that work and seek ideas to make it more welcoming. This property holds a preservation restriction created in 1986 by the Massachusetts Historical Commission and the Town of Arlington. |

The Reservoir is an important Open Space asset for the Town. A consultant team of engineers and ecologists will look at the Reservoir and come up with a phased plan for its improvement. Shoreline restoration strategies developed for the Spy Pond Edge and Erosion Protection project will be studied for their application to this project. The survey will look to establish property boundaries that have historically been unclear as the site sits in two towns. |

Arlington | Robbins Town Garden Water Features |
The restoration of the reflecting pool and fountain in the Town Garden between the Robbins Library and Town Hall has been in the Capital Plan for some years. The reflecting pool is one of the central character-defining features of this historic landscape designed by the Olmsted Brothersâ firm in the 1930s. Today, it is a spot that the Town uses for weddings and other ceremonies that bring in revenue to the Town. The work will restore the pool to its former glory and ensure that the fountain mechanicals are in good working order. This property holds a preservation restriction created in 2000 by the Massachusetts Historical Commission. |
