Franklin Nason Street Tot Lot

The current playground at this site is antiquated and in need of improvements. The new playground will be designed and built using the best fit equipment to meet the social, cognitive, sensory, and physical needs of children ages 2-5 year old. This new and improved playground will include parallel play and custom play equipment to represent the Town of Franklin. The current pricing estimate for this project is $300,000, this pricing includes all of the modifications needed to have the lot comply with all ADA (Americans with Disabilities Act) regulations. Original appropriation was for $300,000. Total actual amount expended was $296,170.

Franklin Red Brick School House - Exterior Preservation

The Red Brick School house is a town owned building on the National Registry of Historic Places. This project would involve lead paint remediation on the exterior of the building, brick restoration and preservation, in addition to some structural and cosmetic improvements to the exterior of the building (doors, flagpole, windows) and surrounding landscaping, signage, landscaping and general improvements are also included. October 19, 2022 additional funds were appropriated in the amount of $50,000. $36,640 from Historic Preservation Reserve and $13,360 from Budgeted Reserve.

Franklin Maple Hill Land Borrowing

The Town purchased open space "Maple Hill Land" for a total of $4.59 Million. These CPA funds will be used to pay the annual Maple Hill Land Bond Debt Service. The Town borrowed $3,040,152 for the Maple Hill Land, the bond premium that the Town received further reduced the borrowing amount to $2,965,000. This money will be borrowed against CPA future revenues. The Town also committed $1,559,900 from the 2017 sale of the Pond Street Sewer Beds towards the purchase of this land. On June 17, 2021 the CPC voted unanimously to purchase the Maple Hill land and committed to using approximately $210,000 of CPA money every year for twenty years to pay off the purchase and interest costs associated with the purchase of this land. This year the CPC and Town Council voted to appropriate $271,489 to pay for a portion of the debt service for the Maple Hill Borrowing.

Franklin Franklin Ridge Affordable Housing Project

JNJUHL and Associates, LLC has been approved through a friendly Chapter 40B process to construct a three-story wood framed building that will contain (54) One-Bedroom Units and (6) Two-Bedroom Units, all of which would be affordable to seniors with incomes at or below 60% of the median for the long-term. The One Bedroom units will be a minimum of 660 square feet and the Two Bedroom Units will be 880 square feet. In addition, approximately 10% of the floor area will be developed into supportive service space for social service staff in order to provide resources for these residents to enable them to live independent and productive lives. There will be a minimum of 65 parking spaces to accommodate the needs of this new senior housing community. The Franklin Ridge Senior Housing project received a 40B Comprehensive Permit from the town of Franklin in December of 2019. In addition, the project received the Franklin Conservation Commission’s approval of the Project’s Determination of Applicability in November of 2019. These monies will specifically go towards the inputting of a sewer line and the prepared site work for this project.

Franklin Dalzell Land Purchase

David and Kathleen Dalzell sold three unimproved parcels of land to the Town of Franklin for the price of $250,000. 1st parcel on Bald Hill contains 16 acres +/-. 2nd parcel is located on Grove St. near Mine Brook contains 1 acre +/-. 3rd parcel located off Pond St. contains 1 acres +/-. The Town Council desired to purchase land for open space and passive recreation and to access other Town owned land. The CPC voted to recommend that the Town purchase said land and fund the purchase from Community Preservation Fund Open Space account in the amount of $50,151 and from the Budgeted Reserve account in the amount of $199,849 for a total of $250,000. Town Council approved this Resolution #22-90 on 12/14/23.

Lowell Downtown Lowell Building Restoration

Lowell Development and Financial Corporation has received $500,000 of CPA Funds for a Historic Preservation Loan Fund. The applicant proposes to use the funds to create a loan fund that will be used to lower interest rates, help developers defer payments, etc. with the goal of offsetting costs for Downtown developers to restore and preserve historic Downtown buildings. The loan fund will be used for both historic preservation Downtown, as well as potentially for Community Housing projects. The applicant is currently seeking an eligibility determination from the Community Preservation Committee.

Framingham Universally Accessible Walking Trail with Scenic View Platforms on the Carol Getchell Trail

Construction of an ADA compliant compacted gravel walking path on the north side of the Getchell trail beginning at Little Farms Road, along the Sudbury River, and to build two viewing platforms and ramps, to replace four pedestrian bridges, and to fund the design and permitting. This project, to improve the north side of the Carol Getchell Trail in Saxonville, will expand recreational offerings with universal access. It will open up this natural environment and scenic views along the Federally designated Wild and Scenic Sudbury River to people with disabilities, older people, and others who might otherwise face barriers.

Framingham Design Study for New Community Garden Sites in Framingham

Framingham Edgell Memorial Library - Preservation and Restoration

The funding will be used to restore broken historic Minton floor tiles in the main hall of the building, restore damaged walls and replicate an historic stenciled border on main hall walls, and restore damaged walls in the director’s office, which will eventually become exhibit space. Project funds will also be used for the CPC to hire to an independent historic preservation consultant to ensure that the rehabilitation and restoration will be done in compliance with the Secretary of the Interior’s Standards for Rehabilitation of Historic Structures. Funding will also pay for structural engineering review of the main hall floor. This site is in the State MACRIS database and on the National Register of Historic Places. This work will address a long-standing need to preserve this historic resource and will help facilitate better use of this space to educate more in the community about Framingham’s history.

The funding will be used to assist in the engineering, design and permitting of the Chris Walsh Memorial Trail, an accessible trail to be constructed in Farm Pond Park, around and through its Ponds, along the Sudbury Aqueduct with connections to Cushing Park and other trail networks. This project will ultimately increase recreational opportunity for all Framingham residents and will support access to this centrally located, highly utilized waterfront recreational park for South Framingham Environmental Justice neighborhoods.

The funding will be used for the purchase of 11.13 acres of undeveloped land in South Framingham for resource protection, stormwater management, and passive outdoor recreation. The parcel, crossed by Beaverdam Brook, is predominantly wetlands and includes 3 to 4 acres of wooded upland and trails. It is part of a larger tract that includes land in Sherborn and Ashland. The site will also offer passive outdoor recreation with its walking trails and potential connections to current and future off-site trails in and beyond the City, thus offering a valuable passive recreation opportunity to nearby economic justice neighborhoods and the larger community.

Framingham Edgell Grove Cemetery Tomb House Emergency Roof Repair

The funding will be used for the emergency roof repair of the historic (1885) Tomb House in the Edgell Grove Cemetery; including replacement of the damaged slate roof, flashing, gutters, and downspouts, and associated work. This is the first phase of a long-range plan to repair, restore and repurpose the building, which is listed in the State MACRIS database and on the National Register of Historic Places. This project, to replace the damaged slate roof, underlayment, flashing, gutters, and downspouts of the historic (1885) Tomb House, previously used as a Receiving Tomb at Edgell Grove Cemetery, will help to stabilize an identified cultural resource of the City.
