West Newbury Preservation and Restoration of the Soldiers & Sailors Memorial Building

Preserve and restore the Soldiers & Sailors Memorial Building (a/k/a "Carr Post"). Town Meeting voted to accept the gift of the building from the Charles L. Carr Post #240 American Legion, Inc. in 2015. Since that time, the Town invested CPA funds to stabilize the structure. Following analysis by a team of architects, engineers and related professionals engaged using CPA Administrative Funds earlier in 2019, this project is to preserve and restore this building for future public use.

West Newbury Julian D. Steele Historical Marker

The project consists of a historical marker in the same shape and design as others in town to preserve the history of Julian Denegal Steele, the first African-American town moderator in the Commonwealth of Massachusetts. The marker, located in the garden to the left of the Town Hall’s front door, reads, “At this site in 1952 Julian D. Steele was unanimously elected town moderator, becoming the first African-American in the Commonwealth to hold this position.”

West Newbury Kitchen and Bathroom Modernization for units at Hills Court and Boynton Court

Hills and Boynton Court multi-family developments each have three, two-story, duplex wood-framed apartment buildings containing a total of six rental apartment units (12 units total between the 2 sites). Both were constructed in 1992 and are owned by the West Newbury Housing Authority (WNHA). The existing kitchens and bathrooms are original and in disrepair. The WNHA proposed funding to leverage a potential HILAPP (High Leverage Asset Preservation Program) grant from DHCD for the bathroom modernization portion of the work.

West Newbury Mill Pond Trail

Design of an all access trail and associated features at the Mill Pond. A landscape design consultant was hired, and an interactive planning / visioning process was undertaken involving several town boards and committees. The process did not arrive at consensus regarding a design for improvements, so was tabled and will be revisited in the future. The design process funded by this phase of CPA funding is closed out.

West Newbury Almshouse Cemetery Scan

This project will use ground penetrating radar to locate and mark the burial sites of the former residents of the towns Almshouse. There are no stones marking the graves so, it’s important to note the location of each.

West Newbury Historic Property Survey 3

The project will be the third Property Survey that will take place in the Town of West Newbury. It would build upon the first two surveys and look to document the remaining properties in West Newbury of 100 years of age or older. The survey would be an intensive survey of the cultural and architectural resources in West Newbury, identify historic resources, complete inventory forms for each property and prepare a final report and map which would include further recommendations for properties for the National Historic Register and areas to be considered as National Historic Districts. The first two surveys produced a robust list of recommendations, as well as captured the history of our Town through the stories of the properties.

West Newbury Transfer Funds to Affordable Housing Trust

To transfer the current FY2023 balance of the CPA Community Housing Reserve to the newly formed Affordable Housing Trust. Use of these funds will benefit residents in need of affordable housing in West Newbury. All such uses will be in accordance with the CPA requirements and the CPC/Affordable Housing Trust grant agreement.

West Newbury Sawmill Brook Conservation Project

The Town’s acquisition of the two parcels of land comprising the Sawmill Brook Conservation Project, with assistance from Essex County Greenbelt Assn., Inc., will permanently preserve 32 acres of important open space and wildlife habitat on the western side of the Town’s Mill Pond / Pipestave Hill Conservation and Recreation Area. CPA funds will be 100% matched by either a state grant and/or fundraising by Greenbelt. Greenbelt will facilitate the real estate portion of the transaction, including holding the Purchase & Sale Agreement, and conducting due diligence (appraisal, title exam, and environmental site assessment). Greenbelt would hold the conservation restriction on the property as is required for municipal lands acquired with CPA funds. The acquisition would be for passive recreational use, expanding the Town’s Pipestave Hill / Mill Pond conservation area, and allowing for trail expansion and the opportunity to enhance public access from Archelaus Place.

West Springfield Mitteneague Park Stone Bridge Preservation Project

Restoration of the Town's historic "Stone Bridge Area" constructed in 1935 by the federal government programs known as the WPA (Work Progress Administration) and the CCC (Civilian Conservation Corps). CPA funding was requested to hire a mason, who specializes in restoration, to repair cracks and loose stone and replace missing stone work.

West Springfield Park Street Cemetery Restoration

The Park Street Cemetery was damaged in the October, 2011 snow storm. Hazardous reduction pruning of numerous trees must be done and many gravestones are broken or damaged and must be restored. In addition, several graves require infilling.

West Springfield Park Street Cemetery Restoration - Phase II

After completing Phase I, a survey revelaed 52 additional gravestones were in need of immediate repair. The contractor, Historic Gravesone Services was emplyed by the applicant to complete the work.
