This project is for the replacement of the roof at an historic site. The roof is at risk of leaking; its replacement will preserve the homestead and its contents. The Town of Scituate was given this homestead to maintain as an historical and educational destination for school children and the public. There are numerous artifacts from a founding family that show 19th and early 20th century everyday life.

Scituate Lawson Green Apartments

Lawson Green Apartments will consist of 30 affordable senior rental units serving low income resident’s, aged 62+ with preference given for Scituate residents. Lawson Green Apartments is the result of a public-private partnership between the Scituate Housing Authority, Scituate Affordable Housing Trust, Scituate CPC and The Grantham Group, the professional developer selected through a rigorous process. The Scituate Housing Authority is providing the building site by subdividing excess land located on the Central Park Senior Housing property. The Affordable Housing Trust has approved $600,000 towards the project and CPC has approved $1.9 million in local affordability support. The Grantham Group will finance the remainder of the roughly $8.5M project through a combination of Low Income Housing Tax Credit Financing, mortgage debt, State Affordable Housing grants and developer investment.

Scituate Driftway Dog Park

The Dog Park will be located on the Driftway, adjacent to existing dog walking trails. The Friends of Scituate Dog Park will be on two acres with one acre enclosed by fencing for large dogs and one half acre for small dogs. The remaining space will be for 23 parking spaces, a buffer area and a water garden for storm water run-off.

Scituate Restoration of Two Plaques

This project will restore two historic bronze plaques. One plaque commemorates Timothy Hatherly and was placed on Hatherly Road in the 1920s. The second plaque is a World War I memorial and is located on the Edward Foster Road Bridge. Included in the restoration of the plaques is the creation of molds for their replication should they ever need to be replaced.

Scituate World War 1 Plaques Restoration

To restore two plaques that commemorate the service of Scituate residents during World War I. The plaques are located at the historic Lawson Common and the restoration will coincide with the Centennial of World War I in November 2018.

Scituate WAMPATUCK SCHOOL PLAYGROUND

Replace an existing playground with new playground at Wampatuck Elementary School. The existing playground is a community playground widely used by the surrounding neighborhoods as well as by the elementary school. The existing playground is in disrepair and needs replacing. Wampatuck PTO will be contributing $30,000 to the cost of the playground. The project is seeking $270,000 in CPC funding. Modern playground equipment will be installed with an ADA accessible walkway to the playground. The new playground will provide a safe, ADA compliant and modern recreation space for a wide range of ages and abilities.

Scituate Civil War Books Restoration

The book is a compilation of the history of Scituate residents in the Civil War. It includes Scituate pre-war, during the war and post war. Biographies of those who enlisted from Scituate are included along with copies of letters written by Scituate solders, newspaper articles and records of the Scituate Town Archives. Copies of the book will be available at the Scituate Historical Society and to the public

Scituate Roach Field Improvements

Additional funding to refurbish existing parking area and construct additional parking (18 spaces) on the grassy area past right field at Roach Field. The original proposal for $89,300 was approved at the 2017 Annual Town Meeting. The actual design requires storm water and drainage swales and runoff which were not included in the original request. Additional storm water requirements, signs and redesign for front parking require additional $80,000 in funding. Scituate Little League is committing $7,500 for the project. This project will provide safe parking for attendees, handicap parking and get cars parked in neighborhood and Beaver Dam Road off the streets.

Scituate NORTH RIVER SHIPYARD MARKER

This project involves the restoration of a 100-year-old marker erected in 1919 to commemorate shipbuilding in the Town of Scituate along the River. It is one of ten such markers along the North River and the only one in Scituate. This plaque commemorates the Briggs Shipbuilding Yard in Scituate. The plaque serves as a tool to help educate local residents about the importance of shipbuilding along the North River.

Scituate ATHLETIC FIELDS RENOVATION PROJECT

This article seeks funding for the Athletic Fields Renovation Plan per the previously approved design study. The proposed project is a complete restoration of the existing track and field, baseball field and existing JV baseball field. The restored project site will support multiple multi-purpose fields and will create a Town park that encourages active and passive recreation for the entire Scituate community. This project is Phase II of a project started in 2011 to create a visible and attractive public gathering space centered around the historic train canopy in the heart of No Scituate Village. It will have historic information and wayfinding maps, a new seating area, period overhead lighting, electrical power, and a new wood ceiling. Improvements to the site include new concrete pavement below the canopy so that it is accessible to all from the sidewalk, an ADA accessible picnic table, benches, and a trash receptacle.

project for the replacement of site amenities along the Cole Parkway Harborwalk from the Harbormaster’s Office to Front Street within the Scituate Harbor Cultural District. The proposed work includes replacement of the existing damaged and rusted benches with 11 new benches, 5 new trash receptacles, and 1 new recycling container. Constructed from durable cast aluminum and IPE hardwood, the benches and matching trash receptacles will offer an aesthetic and functional improvement to the Harborwalk. The project also includes restoration of the Morrill Bandstand overlooking the Harbor. The restoration includes new weather-resistant composite decking including a 140 square foot deck extension, railing, structural columns, selective skirting, and trim replacement; electrical upgrades including new wiring and energy-efficient LED recessed lights and replacement of the roof.

Scituate MORDECAI LINCOLN PROPERTY

Purchase of the Mordecai Lincoln Homestead and Mill Complex for historic preservation, open space and recreational uses for the residents and visitors. The complex consists of four buildings: the Mordecai Lincoln home (built in 1695), a second house built in 1850, the mill building and a shed. The buildings reside on 5.6 acres of land abutting the Gulf (also spelled Gulph) River in North Scituate. The property will be owned by the Town similar to other historic properties. A conservation restriction would be held by Wildland Trust on this property preserving it forever This is one of the most significant, unprotected historical properties in Scituate. The main house was home to Mordecai Lincoln, President Lincoln’s great, great, great grandfather. Mordecai is the son of Samuel Lincoln, the first Lincoln to settle in America. The site is the early boundary line between Plymouth and Massachusetts Bay colonies. The actual marking stones of the boundary are located next to and under the Mill. The Mordecai Lincoln neighborhood is identified as an eligible National Register Historic District.

Scituate PJ STEVERMAN SKATE PARK

The P.J. Steverman Skate Park was gifted to town in 1996 by the Steverman family. Since then the family and the Friends of Scituate Recreation (FOSR) have maintained the park and provided funds to do so. This heavily used facility requires major rehabilitation including a new surface and side boards. The Steverman family will continue to provide goal nets, bench repairs and plaques as they have in the past. In addition, the FOSR is donating $10,000 to the town specifically for maintenance of the rink. A separate fund will be set up within the town to hold and use that money for rink maintenance. This type of donation will be a model for future CPC projects where maintenance monies are needed for a facility.

Scituate 1924 WHITE FIRE TRUCK RESTORATION

Restoration of a nearly 100-year-old fire truck once owned by the Town of Scituate. The Scituate Antique Fire Engine Restoration Group located a 1924 White Fire Truck that was the first motorized fire truck owned by Scituate. Confirmation is based on a) the gold lettering of Scituate and the Number 4 visible on the fire truck; b) the fire truck’s data plate information was sent to the Vintage White Truck Association in California, and the organization verified that this fire truck was purchased by the Town of Scituate; and c) the Group was provided a Commonwealth of MA Certification of Title for the fire truck. It will be made available to the public for viewing and use in parades, exhibits, and events for the Town. The Scituate Historical Society also committed a $5,000 donation toward the restoration costs.

This project is to remove two existing, deteriorated park benches and replace them with two new park benches at Hart Park. The new benches will be 6-foot long, with IPE wood seats and backs with black cast iron frames and armrests to match the benches recently installed at the lighthouse. The Cedar Point Association is providing $400 toward the total cost of the project.

Scituate Thoreau's Waye Library Greenspace

This request is to create an outdoor space on library grounds for public and library use. Funding for this project will cover the costs to construct a 900 square foot terrace, a seat wall, and a stone art feature. Private donations will fund a pollinator garden and benches. Scituate MBTA Berm Bridge Crossings & Path - Phase 1

Phase 1 of this project is for the structural design and permitting of two pedestrian bridge crossings and an accessible pathway over the MBTA berm on Town Property in Greenbush. The bridges and accessible pathways will connect the site to the old rail bed at the First Herring River/North River and the existing shoreline pathway along the marsh at the Riverway and James Landing developments to the Driftway. This will result in a continuous, universally accessible walkway loop offering significant marsh views and immersion in Scituate’s native coastal habitat. The pathway will improve public access to the marsh and shoreline and provide passive recreational opportunities in the Greenbush area, where they are currently limited, while capitalizing upon Scituate’s existing trail network. Phase 2 funding will be the construction phase of the project.

Due to the Chapter 61A nature of this property, the value of the property has been determined to be $2.35M by a Chapter 61A proposal for purchase and was accepted by the town The application is for $2.015M from CPC and $350K from private donations.This parcel is comprised of a bucolic open field; the rear of the property is wooded, contains wetlands and borders other conservation land. $15K is included in the request to cover closing and conservation restriction costs.

Scituate Town Archives

Sponsored by Scituate Town Archives, this project is to digitize and preserve historic 11,000 death records from 1877 – 2002 and 9,500 marriage records from 1848-1997. This project is part of a continuing project to preserve non-digital town records that include paper, video and other media. These records are currently stored in the basement of Town Hall where protection for their longevity is limited.

Scituate PRESERVATION OF GAELIC ENGLISH JOURNAL

The Scituate Historical Society will preserve the journal of Patrick O’Keefe, which has been deemed of historic value. The proposed project is to 1) have a book/paper conservator evaluate the document, repair as necessary and construct a preservation storage box and 2) have a high-quality digitization of the entire document to put on the Society’s website to be available to scholars and the public. The journal is an important artifact for the Irish Heritage Trail and is of particular interest to scholars in both the U.S. and Ireland. The cost of preserving the 80-page journal is $2,400, of which the Society will fund $300 and CPC will fund $2,100.

Scituate Bailey-Ellis Roof and Site Preservation

The Scituate Arts Association has been restoring the historic Bailey-Ellis House since 2013. Recently, heavy rains created extreme water leaking/flooding through the rock foundation and into the main basement of the house. Basement water has caused damp air to circulate through the house creating ceiling issues within the common areas of the house. This project is to complete the missing elements from the original basement work that remains unfinished. Improving the basement drainage will help to preserve the rest of the building which has already undergone extensive restoration work. This phase will complete the 2013 Bailey-Ellis House Roof and Site Drainage Improvement Project.

Appleton Field was approved for community gardening by the Select Board to be used for personal gardening, food pantry support and education. Scituate Teak Sherman Community Garden

This application sponsored by Sustainable Scituate is to improve the existing Teak Sherman Community Garden and provide handicap parking and access to the garden. The proposal includes installing a permanent fence surrounding the garden ($30K) to replace an existing fence beyond its useful life, approximately $4.5K for tree and vegetation removal, and preparation for accessible parking from First Parish Road, $1K for replacement of a yard hydrant, $2.5K to rebuild the bridge from the existing parking lot on Route 3A, and a 15% contingency ($6.8K). This project will greatly improve the existing garden, allow for expansion, as well as provide ADA access to the site.
