Scituate 90 FT BASEBALL FIELD DESIGN PHASE

Scituate Little League will use funds to re-establish a second “60/90” (60’ pitchers’ plate distance, 90’ base paths) baseball field in Scituate. This effort should be accomplished in two phases, beginning with a full design study including community engagement to determine the appropriate field location, impacts to other sports, residents, and abutters, and to produce the final field design and estimated construction cost. Second phase funding will be for field construction. This request is consistent with the town’s recreation plan for playing fields and will provide a replacement for the 60/90 foot field that was lost to the High School field project which included a Varsity Girls Softball field.

Scituate HOLLETT STREET LAND ACQUISITION

This funding request is for the Town of Scituate to purchase a 2.3-acre undeveloped lot of land. The property is landlocked and borders the rear of the town-owned playground on the south, the MBTA railroad on the north, and private abutters on the east and west. Acquisition of this upland parcel is desirable to the Town as it would double the size of the town-owned park and could be used for recreational trails or future expansion of the athletic fields to suit the Town’s growing needs.

Scituate TOWN ARCHIVES

This request is from the Town Archivist to fund the digitization of historic town records. The Town currently has 16 binders of historical data transcribed and indexed in the 1930’s as part of the WPA (Works Progress Administration) project. The binders are currently stored in the basement of Town Hall which is not climate-controlled or conducive to the preservation of sensitive historic documents and materials. This project is part of an ongoing process to digitize hundreds of years of the Town’s historic documents with the future opportunity to make much of these records digitally available to the public.

Scituate MORDECAI LINCOLN PROPERTY

This funding request is for an additional $400,000 toward the purchase of the historic Mordecai Lincoln property at 62-68 Mordecai Lincoln Road on the Gulf River. At the 2020 Annual Town Meeting, the voters approved $900,000 in funds to purchase the 6.65-acre property, which includes an historic 1695 house owned by the great, great, great grandfather of President Abraham Lincoln. Since that time, the sellers, through their attorney, have contacted the CPC and the Town with a new offer to purchase the property at the price of $1,300,000.The CPC sought guidance from the Community Preservation Coalition to develop a policy requiring sellers of land seeking CPC funds to sign a purchase and sale agreement with the town prior to Town Meeting with the purchase contingent upon Town Meeting approval. The CPC is adopting this policy to provide a level of protection and security for the Town and taxpayers for future land acquisitions.

Scituate HISTORIC SURVEY & PLAN

The Scituate Historical Commission has been invited by the MA Historical Commission (MHC) to apply for a grant to develop a comprehensive, community-wide Historic Preservation Plan for the Town of Scituate. This is a $15,000 grant from MHC requiring a $15,000 match from the Town for a total of $30,000. The Scituate Historical Commission currently has a $10,000 Community Preservation grant approved at the 2018 Annual Town Meeting that will be used for the match. An additional $5,000 is requested from the CPC to secure the qualifying match for the state grant.

Scituate SCITUATE LIGHTHOUSE RESTORATION

The Scituate Historical Society is requesting funding to restore the iconic Scituate Lighthouse which is the 11th oldest lighthouse in the United States and is one of the foremost symbols of Scituate. Built in 1811, the lighthouse was added to the National Register of Historic Places in 1987. Owned by the Town of Scituate, the lighthouse is managed by the Historical Society. While it has been maintained over the years, no major repairs have been done in several decades. This project will entail a complete rebuilding of the lantern room walls with new iron structural frame, weather-resistant window frames and glazing, new copper cladding, rebuilding the catwalk flooring, interior woodwork, finishes, electrical components, and automatically controlled interior ventilation system. The restoration work also includes replacement of the tower’s interior wood stairway, repairs to the masonry, new finish coat, and new mahogany storm windows. All work will be designed and constructed in a manner that preserves the historic appearance of the lighthouse and will be in accordance with the U.S. Department of the Interior’s standards for historic preservation.

Scituate HIGH SCHOOL TENNIS COURTS FEASIBILITY STUDY

This request is to fund a feasibility study and preliminary design for potential upgrades and expansion of the existing tennis courts on the High School campus. The existing tennis courts at the high school are in very poor condition and are underutilized as a result. Upgrades to the high school courts and the possible expansion of the number of courts will improve their use and allow them to be used for competition play.

Scituate Driftway Dog Park

The Friends of Scituate Dog Park requested funding for Phase II of the original dog park proposal to expand the existing park with a separate 1/2-acre “small dog park”. In 2018, the Town approved funding for Phase I of the Scituate Dog Park. At that time the master plan for the Dog Park included a “large dog” park and a separate “small dog” park of which the large dog park and the parking lot were constructed. Phase II will include tree and vegetation removal, earthwork grading, drainage improvements, new surfacing, and chain link fencing.

Scituate CUSHING TRAIL RESTORATION

The Cushing Trail currently exists as an approximately Œ-mile paved asphalt trail between the corner of Cedarwood Rd/Utility Rd and Aberdeen Drive and provides neighborhood access to the Cushing School with a connection to the High School. The trail has been paved for decades and, despite maintenance by the DPW, the trail has deteriorated over the years and needs refurbishing.

Scituate HISTORIC PRESERVATION STUDY

The Historical Commission requested $60,000 to hire a consultant to develop an Historic Preservation Plan. The Town of Scituate has several hundred historic sites and resources that require categorizing and protecting. This Historic Preservation Plan will build off the Town's Master Plan, previous historic surveying, comprehensive burial plan and National Register listings to develop a comprehensive Historic Preservation Plan for Scituate.

Scituate DAMON PROPERTY ACCESS & PICNIC AREA

The Conservation Commission requested funding to complete the access and picnic area at the 37.7 acre Damon Property, The previous project ran out of funding due to increases in material, labor costs and high public bids. This project will complete the finished paving for the access drive and parking, picnic table, accessible pedestrian walkway, gate, and signage.

Scituate CROSBY & BATES PICNIC AREA

The Conservation Commission requested $107,500 in funding to complete the picnic areas at the Crosby and Bates Conservation Properties, which were purchased by the Town in 2016. The project will complete this natural land preserve to provide parking, access to the preserve and a picnic area for both properties.

Scituate BAILEY ELLIS HOUSE WINDOWS, TOWER, DOOR

The Scituate Arts Association (SAA) requested $89,526 in funding for the restoration of the Bailey Ellis House windows, tower & front door. The House, owned by the Town and leased by the SAA, is an historic resource in Scituate that has been slowly restored and renovated over the years by the Scituate Arts Association through volunteer efforts, grant opportunities, and CPA funding.

Scituate BEACH SIGNAGE

The Scituate Beach Commission requested funding to establish new entrance signage at the public beaches in Scituate. This includes the beaches at Egypt, Humarock, Minot, Museum, Peggotty and Sand Hills. Currently, the town’s beach signage is mismatched and inconsistent. This proposal will standardize the beach entrance signage and will conform to the “Sea Scituate” signage standards. throughout town.

Scituate CUDWORTH HOUSE RESTORATION

The Scituate Historical Society requested funding for restoration improvements to the historic 1797 Cudworth House on First Parish Road. The house, barn, and animal pound are operated by the Scituate Historical Society and are open periodically to the public during the year. The Historical Society has begun restoration work on the house and some of the historic contents following a skunk infestation and issues with mold. The overall goal is to re-establish visitor access to the Cudworth House Museum, the barn, and the animal pound historic properties.

Scituate PIER 44 PARK DESIGN & ENGINEERING

The Scituate Harbor Advisory Redevelopment Commission requested funding for the final design and engineering for the redevelopment of the 1.04 acre “Pier 44” site into a resilient harbor front park. The site is currently developed with an 8,000 square foot former restaurant building and 70 space asphalt parking lot. Current concept designs consider demolition of the old building and parking lot for conversion of the site to green open space for passive recreation with potential pavilion or pier for picnics and other outdoor events while providing public access to the harbor front in this area.

Scituate NO. SCITUATE TRAIN CANOPY RESTORATION-PH 2

The Friends of North Scituate Village (FONSV) requested additional funding for completion of the restoration of the historic North Scituate Train Canopy. A series of delays including COVID, personnel changes and additional unexpected costs caused the previous funding to be insufficient. To complete the project, additional funding is needed for installation of the canopy lights, benches, tables, trash receptacles and signage. FONSV is planning future fundraisers to purchase and install planters and flowers to enhance this rejuvenated public space in North Scituate Village. Completion of the project is anticipated shortly after funds become available. The Friends of North Scituate Village are seeking $30,991 in CPA funding to cover the remaining costs of the project. The funds for this request will be appropriated from the CPC’s undesignated fund

Scituate PURPLE DINOSAUR PLAYGROUND

The Friends of Purple Dinosaur (FoPD) are seeking CPA funding for reconstruction of the existing Purple Dinosaur Playground. The existing play equipment is nearly three decades old and in a state of disrepair and lacks compliance with today’s codes for playground safety. Due to the age of the existing play equipment, it cannot be successfully repaired for safety and to meet current standards. The new playground will continue to serve as a recreation space for the entire community with play equipment geared toward children in the 2-5 year age range.

Scituate JENKINS SCHOOL PLAYGROUND

The Jenkins PTO/Jenkins Playground Committee is seeking funding to relocate and replace the existing playground at Jenkins School. The current playground is over 20 years old. A recent report by a Certified Playground Inspector identified many deficiencies and safety issues with the existing play equipment. The playground is heavily used by the school and by the surrounding community during non-school hours.

Scituate WHEELER PARK WINDOW REPLACEMENT

The Scituate Housing Authority requested funding for replacement of 313 windows in the Wheeler Park II development. Owned by SHA, Wheeler Park II is an affordable housing facility built in 1975 off Common Street and provides housing for primarily elderly and disabled residents. The windows need replacement with more functional windows for the residents and ones that are more durable and long-lasting to handle Scituate’s maritime climate.

Scituate MORDECAI LINCOLN DRIVEWAY & PARKING CONSTRUCTION

The Town of Scituate approved the purchase of the historic Mordecai Lincoln Property in the April 2022 Town Meeting to protect a historic property and to conserve a large tract of waterfront land for open space and recreation. The Scituate Conservation Commission requested funding for the design, engineering, and permitting for an expanded driveway and parking area near the existing main house to provide the public access to the land and the views along the river at one of the town’s newest land acquisitions.

Seekonk Medeiros Farm Purchase

The Medeiros Farm is located at 462 Lincoln St. and encompasses 40 acres. Included in this 40 acres is a level 8 acre field to the West of Lincoln St. which might accomodate 4 playing fields. East of Lincoln St. is where the house and barns are located as well as the remaining 32 acres. Included in these 32 acres is a 6 acre field currently being used for hay with the potential of being a community garden. Most of the property is dry and will provide an opportunity for pocket parks as well as hiking trails. In addition to the house, there are several buildings on the property which reflect the history of the property as a chicken farm producing over 6000 eggs per day. Much of the equipment that supported this production is in place and could be maintained in the form of a museum to allow a recognition of Seekonk's origins as well as a better understanding of where our food comes form. Some of the buildings could also be used for storage - especially for the Recreation Department. The house could be used by the Department as an office.
