Place Agricultural restriction on appropriate portion of property

On an amended motion duly made and seconded the Town voted that Seventy Three Thousand One Hundred Sixty Dollars ($73,160) be hereby appropriated from the Templeton Community Preservation General Account to preserve and restore the historic Templeton Grange Hall through replacement of windows and egress improvements including installation of an ADA compliant main entrance. Project to follow the U.S. Secretary of Interior standards, as required by the Community Preservation Act, and that the Board of Selectmen be authorized to acquire a historic preservation restriction in implementation of this appropriation.

On a motion duly made and seconded the Town voted that One Hundred Ninety-Five Thousand Dollars ($195,000) be hereby appropriated from the Templeton Community Preservation Historic Preservation Account and the Templeton Community Preservation General Account for the Board of Selectmen to expend to preserve the East Templeton Elementary School by providing roof replacement, drainage improvements and replacing the heating system. Project to follow the U.S. Secretary of Interior standards, as required by the Community Preservation Act.

On a motion duly made and seconded the Town voted that Five Thousand Dollars ($5,000.00) be herby appropriated from the Templeton Community Preservation Historic Preservation Account to cover some of the costs associated with repairing one of the columns supporting the portico of the First Church of Templeton, and that the Board of Selectmen be authorized to acquire a historic preservation restriction in implementation of the appropriation.

The Annual Town Meeting of May 17, 2014 voted $31,000 from the Community Preservation Fund to support restoration of the Civil War Monument, contingent upon a $7,500 grant from the U.S. Veterans Administration. The lowest bid for the project is $34,000, so the additional sum of $3000 is required.

On a motion duly made and seconded the Town voted that Ninety-Eight Thousand Dollars ($98,000) be hereby appropriated by the Templeton Community Preservation Fund to providefor the removal of the two buildings at 4 Elm Street, and further, to establish a conservation area under the jurisdiction of the Conservation Commission and maintained by the Cemetery and Parks Department; and that the Board of Selectmen, or such other Town board as the Board of Selectmen may designate, be authorized to acquire by purchase or gift and hold in the name of or enforceable by the Town and to grant a non-profit organization, charitable foundation or corporation, such conservation restrictions that will meet the requirements of Chapter 184 of the General Laws, as may be necessary or proper to carry out the foregoing. Passed Unanimously/November 9th @ 9:25pm. Seller was the Federal Government. A veteran's park is being established on this site.

$50,000 for the Board of Selectmen to expend for the historic preservation of the Town-owned building at 135 Patriots Road, East Templeton, known as Scout Hall, by rehabilitating the ceiling and other interior components, electrical, plumbing and heating components for use as a municipal Youth and Community Center; said project to follow the U.S. Secretary of Interior standards for historic rehabilitation, as required by the Community Preservation Act.

Eight Thousand Dollars and No Cents ($8,000.00) to be awarded to the North County Land Trust for the materials and services required to establish bridges, access, and other improvements for public trails at the Dwelly Farm on Barre Road, Templeton, subject to a grant of access to the trails for the residents of Templeton without cost, and to meet said appropriation by a transfer of said sum from the Templeton Community Preservation Act’s Open Space and Recreation Reserve Fund.

Fifteen Thousand Dollars and No Cents ($15,000.00) to be awarded to the Narragansett Historical Society for the completion of access and egress improvements including a ramp for the historic rehabilitation of the Templeton Grange Hall, subject to a grant of access to the building to residents of Templeton on specific dates annually without cost, and to meet said appropriation by a transfer of said sum from the Templeton Community Preservation Act’s Historic Resources Reserve.

On a motion duly made and seconded the town voted to appropriate the sum of Fifty Two Thousand Dollars and No Cents ($52,000.00)for expenditure by the Templeton Recreation Committee for improvements to Gilman Waite Park including relocating the baseball field and associated fencing and other improvements to the fields and park and to meet said appropriation by a transfer of funds from the Open Space and Recreation Reserve of the Community Preservation Act.

Creation of Open Space and passive garden spaces for recreation through clearing of fields and creation of pollinator gardens and removal of invasive plants.

Support development of project to replace culvert at Stone Bridge Pond to enable passive recreation area including pond access

Appropriation of $1,174,000 for historic preservation of Baldwinville Elementary and creation of community housing.

(1) Continued rehabilitation of Grange Hall at 9 Hubbardston Road, a historic building in Templeton.

This allocation will be used for the preservation of 2 historic drapes for display in the Templeton Grange Hall Building.

Resources for the non-profit North County Land Trust to continue wildlife habitat improvement, invasive plant management at the Dwelly Farm Conservation Area on Barre Road, Templeton.

Resources for the non-profit Narragansett Historical Society to rehabilitate ground floor restrooms of the historic Templeton Grange Hall to enable Americans with Disabilities Act compliant access.

For constructing six affordable special needs housing units at the Tewksbury Housing Authority’s property on Pondview Lane

To the Affordable Housing Trust Fund to be utilized for community housing consulting services in assisting with the preparation of grant applications-- Consulting service used for submittal of HUD 202 grant application.

For an Historical Survey, by an approved consultant, of properties in the Town of Tewksbury. Upon completion of this survey the Historical Commission will be in the position of recommending properties for inclusion on the National and State Historic Registers. It will also allow the Commission to undertake action in the future preserving the historical assets in the Town of Tewksbury.

To construct approximately 36 affordable assisted living units at the Tewksbury Housing Authority. Original approval of $150,000 of CPA funds was augmented by additional $330,000 from AHTF. Project has receivee HUD 202 funding for last round

Transfer of $159,280 to the Tewksbury Affordable Housing Trust Fund
