Appropriation for Affordable Housing Trust

The Westport Land Conservation Trust (WLCT) has an agreement to purchase the St. Vincent de Paul property. The property has two parts: a 60 acre forest with trails and wetlands that lead into the west branch of the Westport River; and a 22 acre open area with possibilities for active and passive recreation.

For the inclusion of 5 unrestricted units at Noquochoke Village.

Staffed by a part-time Housing Specialist and Clerk, the HAO administrates, manages and develops programs to support the Trust's work.

Conservation restriction on recreational land

Meet the portion of the cost of a targeted integrated water resource plan that will identify and prioritize the necessary actions that should be undertaken by the community to protect both branches of the Westport River. The funds will be utilized for community outreach portion of the planning process.

Replacement of roof and restoration of bell tower on historic school in the Head of Westport

Completion of ongoing project to restore historic stonewalls in a shipbuilding area of Westport.

Completion of playing fields on a 74 acre lot. This has been a long term project with significant private funds along the way. Total over $2 million.

HOPP offers grants to eligible low-income first-time home buyers tp purchase an existing market rate home in Westport. Participating homes will be restricted in perpetuity.

The Westport Land Conservation Trust (WLCT) has an agreement to purchase and protect the 125-acre Santos Farm. WLCT will acquire the entire property and re-sell the 80-acre core farm to an existing, experienced family farm operation, subject to permanent restrictions held by the Town of Westport. The remaining 45 acres will be held by WLCT as an addition to the Herb Hadfield Conservation Area and preserved through a Conservation restriction, guaranteeing public access to that section of the property.

Appropriation to the Westport Affordable Housing Trust for FY21

Staffed by a part-time Housing Specialist and Clerk, the HAO administrates, manages and develops the Trust's projects. Housing assistance & guidance are available to the public; community workshops and outreach material; lottery agent and legal advertising; trust's legal expenses; financial audit. The HAO supported land acquisition, pre-development and upcoming development of the Trust Small Scale Development (Project #3). The Trust, using CPA funds, developed, managed and marketed the Housing Rehabilitation Program (CRE-HAB). Grants for the CRE-HAB are funded with non-CPA funds, secured by the Trust. During FY19 one home was rehabilitated through this program. The Trust developed and managed the Housing Opportunity Purchase Program (HOPP), Project #2. On December 2019, an affordable home was created through this program.

The Cemetery Department of the Town of Westport is asking for funding for gravestone repair and restoration in town-owned cemeteries, beginning with Linden Grove cemetery on Reed Road, and working through Maple Grove and Beech Grove cemeteries. This project will cover two years of repair work.

Staffed by a part-time interim housing specialist and an affordable housing consultant, the HAO administrates, manages, and develops the Trust’s ongoing projects. Housing assistance and referral guidance is available to the public at the office, through outreach materials, and via community workshops and public meetings. The HAO also engages lottery agents and legal counsel as needed to support land acquisition efforts, pre-development assessments, and other Trust initiatives. Using CPA funds, the Trust has developed and managed a Housing Rehabilitation Program (CRE-HAB) which employs non-CPA funds to grant affordable homeowners monies needed for repairs and rehab their homes. During FY22, rehab grants were committed to work on two homes where affordable housing restrictions were put in place. The HAO staff has assisted the Trust in oversight of the purchase of land, the preparation and evaluation of a proposal for the construction of an affordable duplex on the site, and the ongoing construction of the two new homes in partnership with the Buzzards Bay Area Habitat for Humanity. The staff also prepared and submitted Trust proposals to town officials for various options for an affordable housing component to the town’s redevelopment plan for the former Westport High School campus.
